Senators Hoffman, Olson, Stedman were excused from a call of the Senate. Senator Wielechowski was absent. The prayer was offered by the Chaplain, Senator Bishop. Senator Stevens moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Therefore if anyone is in Christ, he is a new creation. The old has passed away. The following fiscal information was published today: Fiscal Note No. 1, zero, Office of the Governor President Micciche removed the Finance Committee referral from the bill. President Micciche added a Community and Regional Affairs Committee referral to the bill. Senator Bishop, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 790. Senator Begich objected, then withdrew his objection. There being no further objection, CS FOR SENATE BILL NO. 20(FIN) "An Act relating to teaching certificates for teachers holding out-of-state certificates" was adopted. President Micciche stated CS FOR SENATE BILL NO. 20(FIN) will advance to third reading on the May 3 calendar. SB 47 SENATE BILL NO. 47 "An Act relating to special registration plates for vehicles owned by persons with disabilities" was read the second time. Senator Hughes moved and asked unanimous consent the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. SENATE BILL NO. 47 was read the third time. The question being: "Shall SENATE BILL NO. 47 "An Act relating to special registration plates for vehicles owned by persons with disabilities" pass the Senate?" There being no further objection, CS FOR SENATE BILL NO. 125(RES) was adopted. Second Reading of Senate Resolutions SJR 13 SENATE JOINT RESOLUTION NO. 13 Supporting broadband deployment in the state; recognizing the benefits of broadband; urging facilitation of broadband deployment; urging engagement with stakeholders; urging the United States Congress to include broadband in 2021 federal infrastructure legislation; and urging the Alaska delegation in Congress to advocate for flexible broadband funding parameters, was read the second time. There being no further objection, CS FOR SENATE JOINT RESOLUTION NO. 13(CRA) Supporting broadband deployment in the state; recognizing the benefits of broadband; urging facilitation of broadband deployment; urging engagement with stakeholders; urging the development of a temporary centralized, technology-neutral broadband and Internet access working group in the state; urging the United States Congress to include broadband in 2021 federal infrastructure legislation; urging broadband providers to use savings from federal infrastructure legislation to provide broadband service at a reduced rate to the state and its political subdivisions; and urging the Alaska delegation in Congress to advocate for flexible broadband funding parameters, was adopted.
