Senate Resolve No. 3 SB 39 Letter dated June 24 was received: Dear President Stevens: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: 2025-07-30 Senate Journal Page 1413 CS FOR SENATE BILL NO. 39(FIN) "An Act relating to loans in an amount of $25,000 or less; relating to financial institutions; relating to the Nationwide Multistate Licensing System and Registry; relating to pawnbroker licensing exemptions; relating to deferred deposit advances; relating to computing interest; and providing for an effective date." SB 39 replaces the State’s existing small-loan framework with substantially reduced rate limits and new compliance requirements. These changes would reduce short-term credit options - particularly for those without access to traditional banking services - while creating enforcement challenges for the State. Sincerely, /s/ Mike Dunleavy Governor SB 156 Letter dated July 16 was received: Dear President Stevens: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: HOUSE CS FOR CS FOR SENATE BILL NO. 156(FSH) "An Act relating to the Department of Commerce, Community, and Economic Development; relating to the Alaska Commercial Fishing and Agriculture Bank; relating to certain loans made by the Alaska Commercial Fishing and Agriculture Bank; relating to certain commercial fishing loans; and providing for an effective date." 2025-07-30 Senate Journal Page 1414 SB?156 would invest $3.69?million in state funds to a private bank so it can offer lower-interest loans. In a year of limited revenues and competing needs, committing scarce public dollars to subsidize a private lender is not prudent. Until long-term fiscal policy is put into place, the State must preserve its limited resources. Sincerely, /s/ Mike Dunleavy Governor SB 183 Letter dated June 11 was received: Dear President Stevens: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: SENATE BILL NO. 183 "An Act relating to hindering the Legislative Budget and Audit Committee; relating to the powers of the Legislative Budget and Audit Committee and the legislative audit division; and providing for an effective date." SB?183 would enact a sweeping and likely unconstitutional delegation of legislative authority to the Legislative Budget and Audit Committee (LB&A) and the Legislative Auditor, compelling executive-branch agencies to assemble, generate, and furnish information in whatever form the Committee demands and under threat of criminal sanction and mandatory dismissal. The Alaska Supreme Court has long held that a grant by the Legislature of a sweeping discretionary mandate without guidance or limitation is an unconstitutional delegation of legislative power. Article?IX, Section?14 of the Alaska Constitution authorizes an auditor to "conduct post-audits as prescribed by law" and to report findings to the Legislature and the Governor. The Alaska Constitution does not grant to the Auditor or to LB&A discretion to command the activities of the executive branch by ordering state agency employees to produce 2025-07-30 Senate Journal Page 1415 work product at their whim and under threat of criminal sanction, nor may the Legislature delegate such an expansive and unchecked authority. Sincerely, /s/ Mike Dunleavy Governor HB 70 Letter dated July 16 was received: Dear President Stevens: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: SENATE CS FOR CS FOR HOUSE BILL NO. 70(HSS) "An Act relating to emergency medical services for operational canines; relating to the powers, duties, and liability of emergency medical technicians and mobile intensive care paramedics; relating to the practice of veterinary medicine; relating to civil liability of veterinarians; and providing for an effective date." HB?70 would authorize emergency medical personnel to provide veterinary treatment and administer controlled substances to operational canines without veterinary licensure. Alaska’s veterinary community warns this approach blurs scopes of practices, increases liability exposure, and duplicates services already available. Given the rarity of canine field emergencies, expanding State authority in this area is neither necessary nor prudent. Sincerely, /s/ Mike Dunleavy Governor 2025-07-30 Senate Journal Page 1416 HB 174 Letter dated June 24 was received: Dear President Stevens: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: HOUSE BILL NO. 174 "An Act relating to the regional educational attendance area and small municipal school district fund; relating to Mt. Edgecumbe High School; and relating to teacher housing." HB 174 would transform the REAA Fund - created originally for rural school construction and later expanded to include major maintenance - by adding Mt. Edgecumbe High School projects and, for the first time, teacher-housing maintenance, a cost traditionally paid by local communities. HB 174 diminishes the equity across school districts that is provided by the Fund and commits the State to a local housing obligation, diverting already-scarce dollars away from critical classroom repairs and complicating grant rankings. Additionally, the bill repeals the Fund’s $70 million cash cap, letting unrestricted general-fund cash accumulate without project deadlines and adding ongoing operating costs to the State. Sincerely, /s/ Mike Dunleavy Governor SB 183 The following letter dated June 27 was received from the Office of the Governor: Dear Honorable Members of the Alaska State Legislature, 2025-07-30 Senate Journal Page 1417 I write to provide additional explanation of my decision to veto Senate Bill 183 (SB 183) that is well grounded in our Constitution, the principle of separation of powers, and the need for productive governance over political theater. At its core, SB 183 presents serious constitutional concerns by overstepping the boundaries that separate the executive and legislative branches. Alaska’s framers were deliberate in establishing a strong executive - one insulated from undue legislative control and designed to act independently in carrying out the laws and administration of our state. SB 183 erodes this structure by granting legislative entities authority over executive actions in ways that conflict with the constitutional design of our government. More troubling, however, are the baseless and reckless insinuations made by some legislators during the consideration and passage of this bill. Claims or implications that this administration is acting unethically or illegally are unfounded and unsupported by any evidence. Such rhetoric undermines not only the integrity of our institutions, but also the public’s trust in its government, including the very legislators pushing such baseless claims. It must stop. If the concern behind the introduction of SB 183 is truly one of access to, or formatting of information for legislative review, such matters can be resolved constructively. My administration is open to working with the Legislature and the Legislative Audit Division to ensure the necessary resources and information and data management systems are in place. But if the unfounded insinuations and accusations continue, I must make it clear: I will not tolerate efforts to politicize the routine functions of government or to weaponize the process for headlines. If any member of this body sincerely believes that illegal or unethical actions have occurred, I encourage you to put those allegations in writing and follow proper legal or procedural channels. If not, then I urge you - out of respect for the Constitution, the offices we hold, and the people we serve - to bring this damaging and irresponsible rhetoric to an end. 2025-07-30 Senate Journal Page 1418 We face many challenges in Alaska. Our time and energy must be devoted to solving real problems, not inventing them for some political gain. I remain committed to working with the Legislature in good faith and within the bounds of our Constitution to serve the best interests of Alaskans.
