Jesus, I pray for a hedge of protection around them, protect them and keep them safe, encamp your angels around them Lord. I pray for this session today, that it would be uninterrupted and that they would be unified in their decisions that work for the betterment of the citizens of this wonderful state and Your Kingdom. Lord, I know that each person here has been called to serve for such a time as this, and I thank you for their integrity and dedication. 2025-04-22 Senate Journal Page 0912 I pray blessings, peace, and strength upon them. It’s in Jesus name I pray, Amen. Senator Gray-Jackson led the Senate in the Pledge of Allegiance. Certification Senator Giessel moved and asked unanimous consent the journals for the eighty-fifth through ninety-first legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the Governor HB 69 Letter dated April 17 was received: Dear President Stevens: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: SCS CSHB 69(FIN) “An Act relating to the base student allocation; and providing for an effective date.” I have vetoed SCS CSHB 69(FIN) for the following reasons: Senate leadership and I concur that the State’s fiscal outlook has deteriorated significantly in the face of decreasing oil prices, thus revenue, and potential reductions in federal funding as well. While we agree that additional funding for education is necessary, the fiscal reality dictates that the amount put forward match this reality. The amount put forward in this bill does not. Many Alaskans also agree that we need to improve educational outcomes in our schools to ensure that Alaska’s young people receive the best education that we can provide. With 34 days left in the 2025-04-22 Senate Journal Page 0913 legislative session, there is still plenty of time to agree upon a bill that contains both needed funding and educational policy. To that end, we are prepared to continue to work with the legislature and stakeholders to agree to a bill as soon as possible that addresses the concerns of Alaskans. Sincerely, /s/ Mike Dunleavy Governor Letter dated April 15 was read stating in accordance with Article III, sections 26 and 27 of the Alaska Constitution, and AS 39.05.080, I submit the following appointee(s) for confirmation: Board of Certified Direct-Entry Midwives Stacia Miller – Valdez Appointed: 4/14/2025 Expires: 3/1/2026 Real Estate Commission Yolonda Logan – Anchorage Appointed: 4/14/2025 Expires: 3/1/2029 Board of Pharmacy Julie McDonald – Craig Appointed: 4/14/2025 Expires: 3/1/2029 The appointments were referred to the Labor and Commerce Committee.
