Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to the elimination or                                                           
modification of state agency publications that are outdated,                                                                    
duplicative, or excessive.                                                                                                      
                                                                                                                                
This bill is being introduced pursuant to AS 44.99.220(b), which                                                                
requires the governor to submit legislation to eliminate or modify                                                              
publication requirements identified by state agencies under
