Full Journal pdf2024-01-30 Senate Journal Page 1467 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTY-THIRD LEGISLATURE SECOND SESSION Juneau, Alaska Tuesday January 30, 2024 Fifteenth Day Pursuant to adjournment the Senate was called to order by President Stevens at 6:45 p.m. The roll showed sixteen members present. Senator Bishop was excused from a call of the Senate. Senators Gray-Jackson, Claman, Shower were absent. The prayer was offered by the Chaplain, Aaron Crook, Senate Page. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Heavenly father, we thank you for this day! Let us celebrate our unique differences and join together to work toward a common purpose. Lead us away from fear; release us from cynicism and despair. Teach us to be realistic in our goals but never to lose hope in our potential to transcend them. Father, we remember this day those who have gone before us, who labored not for themselves alone, but with a vision of building a world better than they had known. 2024-01-30 Senate Journal Page 1468 Inspire within us a like vision, that we, too, may labor for things beyond ourselves--that our lives may be dedicated to higher purposes and grander horizons. Father, bless this legislature and all of the people who help us accomplish our work; our families; our Governor and his family, and our magnificent state as we strive to do what is right for all Alaskans. These things I pray in your name, Amen. Senator Hughes led the Senate in the Pledge of Allegiance. Certification Senator Giessel moved and asked unanimous consent the journal for the fourteenth legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Senator Giessel moved and asked unanimous consent Senators Claman, Gray-Jackson be excused from a call of the Senate today. Without objection, Senators Claman, Gray-Jackson were excused. Senator Hughes moved and asked unanimous consent Senator Shower be excused from a call of the Senate today. Without objection, Senator Shower was excused. Messages from the House Message dated January 29 was read stating: The House of Representatives respectfully invites the Senate to a Joint Session of the Thirty-Third Alaska Legislature tonight for the purpose of hearing the Governor’s State of the State Address. Senator Giessel moved and asked unanimous consent the Senate accept the House invitation to meet in Joint Session. Without objection, it was so ordered. The Secretary was requested to notify the House. 2024-01-30 Senate Journal Page 1469 Recess Senator Giessel moved and asked unanimous consent the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 6:49 p.m. After Recess Joint Session in the House Speaker Tilton called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Stevens, who called the Joint Session to order at 6:53 p.m. The purpose of the Joint Session was to hear an address by the Honorable Mike Dunleavy, Governor. Senator Giessel moved and asked unanimous consent the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Saddler moved and asked unanimous consent the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Stevens appointed Senator Bjorkman and Representative Allard to escort Governor Mike Dunleavy to the Joint Session. The Senate Sergeant at Arms, Matt Simpson, announced the Honorable Mike Dunleavy’s entrance to the House Chamber. The Governor Mike Dunleavy was escorted to the rostrum and welcomed by President Stevens and Speaker Tilton. Governor Dunleavy delivered his address. This address appears in Senate and House Joint Journal Supplement No. 11. Governor Dunleavy received a standing ovation. Senator Giessel moved and asked unanimous consent the Joint Session stand in adjournment. Without objection, President Stevens adjourned the Joint Session at 7:48 p.m. 2024-01-30 Senate Journal Page 1470 After Recess In the Senate The Senate reconvened at 7:51 p.m. Unfinished Business SB 88 CS FOR SENATE BILL NO. 88(FIN) "An Act relating to the Public Employees' Retirement System of Alaska and the teachers' retirement system; providing certain employees an opportunity to choose between the defined benefit and defined contribution plans of the Public Employees' Retirement System of Alaska and the teachers' retirement system; and providing for an effective date" which had been held in third reading (page 1455) was not taken up on today’s calendar. The bill will be on the January 31 calendar. Announcements Announcements are at the end of the journal. Adjournment Senator Giessel moved and asked unanimous consent the Senate stand in adjournment until 11:00 a.m., January 31, 2024.
