MESSAGES FROM THE GOVERNOR HR 7 A message dated June 16 was received stating the Governor read the following resolution and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: HOUSE RESOLUTION NO. 7 Proclaiming March 2021 as Brain Injury Awareness Month. House Resolve No. 7 HJR 14 A message dated June 16 was received stating the Governor read the following resolution and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: HOUSE JOINT RESOLUTION NO. 14 Supporting the passage by the United States Congress of the SAFE Banking Act of 2019, sec. 110606 of the Heroes Act, or 2021-06-17 House Journal Page 1326 similar legislation relating to cannabis-related legitimate businesses' access to financial services. Legislative Resolve No. 6 SJR 8 A message dated June 16 was received stating the Governor read the following resolution and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: CS FOR SENATE JOINT RESOLUTION NO. 8(RES) Urging the Alaska delegation in Congress, the United States Department of the Interior, and the Governor to facilitate a land grant endowment to the University of Alaska; urging the Alaska delegation in Congress to reintroduce the University of Alaska Fiscal Foundation Act; and urging the Department of Natural Resources to work with the University of Alaska to identify lands suitable for the land endowment. Legislative Resolve No. 4 MESSAGES FROM THE SENATE HB 69 A message dated June 16 was received stating the Senate adopted the Conference Committee with limited powers of free conference report on CSHB 69(FIN) am(brf sup maj fld)(efd fld) and SCS CSHB 69(FIN) am S, thus adopting: CONFERENCE CS FOR HOUSE BILL NO. 69(brf sup maj fld H/S)(efd fld H) "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; making capital appropriations, supplemental appropriations, and reappropriations." The House adopted the Conference Committee with limited powers of free conference report (page 1317). CCS HB 69(brf sup maj fld H/S)(efd fld H) was referred to the Chief Clerk for engrossment and enrollment. 2021-06-17 House Journal Page 1327 HB 71 A message dated June 16 was received stating the Senate adopted the Conference Committee with limited powers of free conference report on CSHB 71(FIN) am and SCS CSHB 71(FIN), thus adopting: CONFERENCE CS FOR HOUSE BILL NO. 71 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; making capital appropriations and supplemental appropriations; and providing for an effective date." The House adopted the Conference Committee with limited powers of free conference report (page 1319). CCS HB 71 was referred to the Chief Clerk for engrossment and enrollment. ENROLLMENT HB 22 The following was enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled copies were transmitted to the Office of the Governor at 1:22 p.m., June 17: HOUSE BILL NO. 22 am "An Act relating to shared animal ownership; and relating to the sharing of raw milk and raw milk products." HB 105 The following was enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled copies were transmitted to the Office of the Governor at 8:30 a.m., June 17 with a manifest error memorandum (page 1288): SENATE CS FOR CS FOR HOUSE BILL NO. 105(JUD) "An Act relating to care of juveniles and to juvenile justice; relating to employment of juvenile probation officers by the Department of Health and Social Services; relating to the right to representation by the Public Defender Agency; relating to the 2021-06-17 House Journal Page 1328 duties of the commissioner of corrections; relating to the detention of minors; relating to minors subject to adult courts; relating to the placement of minors in adult correctional facilities; relating to terms used in juvenile justice; relating to mandatory reporters of child abuse or neglect; relating to sexual assault in the third degree; relating to sexual assault in the fourth degree; repealing a requirement for administrative revocation of a minor's driver's license, permit, privilege to drive, or privilege to obtain a license for consumption or possession of alcohol or drugs; and providing for an effective date." ADJOURNMENT Representative Drummond, Acting Majority Leader, moved and asked unanimous consent that the House adjourn until 11:00 a.m., June 18.
