Representative Pruitt moved and asked unanimous consent that Representative Millett be excused from a call of the House today. There being no objection, it was so ordered. An Honor Guard from the Girl Scouts of Alaska Council composed of Hope Carpenter, Claire Jardell, Kadence Patton, Amara Sanguni, Samantha Scalf, Sydney Thomas, Teja Tolbert, Allena Valentine, and Becky Wittig, presented the Colors and led the Pledge of Allegiance. The Alaska Youth Choir composed of Morgan Blackgoat, Jessie Cooper, Madison Cordle, Max Doiron, Taryn Fortin, Samantha Jo Kostenko, Chris Lujan, Taelyn Norvell, Alana Paul, Sabrina Robidoux, Tristan Weissmuller, and Alexis Weissmuller, sang "Alaska's Flag" and "America the Beautiful" under the direction of Missouri Smyth. The invocation was offered by the Chaplain, the Reverend Gordon Blue of Holy Trinity Episcopal Church. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. MESSAGES FROM THE GOVERNOR A message dated December 27, 2013, was read stating under the provision of art. III, sec. 18, Constitution of the State of Alaska, the Governor requests the opportunity to address a joint session of the Twenty-eighth Alaska State Legislature on Wednesday, January 22, 2014, at 7:00 p.m., for presentation of a combined State of the State and State of the Budget Address. Declarations of Disaster Emergencies and accompanying letters dated September 23, 2013, October 21, 2013, December 11, 2013, and January 6, 2014, regarding fire suppression activities, were received and are on file in the Chief Clerk's office. The Declarations and letters had been copied to the Finance Committee Co-chairs. Declarations of Disaster Emergencies dated November 18, 2013, with accompanying letters regarding the October landslides and floods in the Kenai Peninsula Borough, and the November storms in Western Alaska and Interior Alaska, were received and are on file in the Chief Clerk's office. A letter dated January 13, 2014, was received from Dana Fabe, Chief Justice of the Alaska Supreme Court, stating that pursuant to AS 24.60.131, she has nominated Christena Williams to serve on the Select Committee on Legislative Ethics as the alternate.
