Senators Green, Torgerson were excused from a call of the Senate. The prayer was offered by the Chaplain, Dr. Paul Beran, Pastor of Resurrection Lutheran Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Gracious Father, You have made us and not we ourselves. You formed us in the womb of our mothers. You provided those special people as gifts who helped to form, shape and encourage us. You have made us unique, special and diverse. Daily You renew us with the gift of life. Thank You for that gift today. We offer to You the broad diversity among us: different backgrounds, different experiences, different perspectives, differing political views and differing lifestyles. Use our differences, not as wedges to divide or degrade, but as gifts to broaden and enrich. Make our diversity like bonding glue uniting us to effectively lead this great state amidst the challenges and opportunities. Give us that unquestionable integrity of heart and mind. Certification Senator Leman moved and asked unanimous consent that the journals for the twenty-second and twenty-third legislative days be approved as certified by the Secretary. Messages from the Governor A Declaration of Disaster Emergency dated February 1, 2002 with an accompanying letter was received and is on file in the Senate Secretary's Office. The Declaration and letter had been copied to the Finance Committee. SB 283 SENATE BILL NO. 283 BY SENATOR WILKEN, entitled: "An Act relating to temporary permits and licenses by endorsement issued by the Board of Nursing; and relating to the delegation of nursing duties." was read the first time and referred to the Health, Education and Social Services and Labor and Commerce Committees. Consideration of the Calendar Citations In Memoriam - Carolyn F. Peter Senator(s) Leman, Donley, Halford, Wilken, Green, Elton, Kelly, Davis, Taylor, Lincoln, Austerman Senator Leman moved and asked unanimous consent that the citation be adopted. Without objection, the citation was adopted and referred to the Secretary for transmittal. Unfinished Business Senator Wilken moved and asked unanimous consent to be excused from the Senate, not subject to a call, from afternoon plane time, February 15 through evening plane time, February 18. Without objection, Senator Wilken was excused. 2002-02-06 Senate Journal Page 2125 SB 263 Senator Hoffman moved and asked unanimous consent to be shown as a cosponsor on SENATE BILL NO. 263 "An Act relating to the subsequent acquisition of title to, or an interest in, real property by a person to whom the property has purportedly been granted in fee or fee simple; and providing for an effective date." Without objection, it was so ordered. Senator Donley moved and asked unanimous consent to be excused from a call of the Senate on February 15. Without objection, Senator Donley was excused. Senator Donley moved and asked unanimous consent that the following statement be adopted as the Sense of the Senate and that the statement be published in the journal: "The prayers offered in the Senate are with the deepest respect for the religious beliefs of each person here, every Alaskan, every American, and of the First Amendment to the Constitution of the United States of America." Senator Lincoln objected. The question being, "Shall the Sense of the Senate offered by Senators Donley, Ward be adopted?" The roll was taken with the following result: Adopt Sense of the Senate?
