Phillips at 10:18 a.m.                                                         
                                                                               
                                                                               
Roll call showed 38 members present.  Representative Barnes was                
excused due to a family emergency.  Representative Hanley was absent           
and his presence was noted later.                                              
                                                                               
                                                                               
The invocation was offered by the Chaplain, Reverend Kathleen                  
Wakefield, Deacon of St. Brendan's Episcopal Church.  Representative           
Green moved and asked unanimous consent that the invocation be                 
spread on the journal.  There being no objection, it appears below:            
                                                                               
The prayer I am using this morning is from the Iona                           
Community, which is a religious community in Scotland, and                     
I would also like to offer prayers for the recovery of Senator                 
Kelly.                                                                         
                                                                               
You keep us waiting.  You the God of all time, want us to                     
wait for the right time in which to discover who we are, where                 
we must go, who will be with us, and what we must do.  So                      
thank You...for the waiting time.                                              
                                                                               
You keep us looking.  You, the God of all space, want us to                   
look in the right and wrong places for signs of hope, for                      
people who are hopeless, for visions of a better world that will               
appear among the disappointments of the world we know.  So

countries, subject to termination of the exemption for that fuel if            
a refiner operating a refinery at which the fuel was produced fails            
to comply with terms of a voluntary agreement entered into by the              
refiner to use Alaska residents, contractors, and suppliers to                 
provide goods and services when the refinery's capacity is                     
expanded, to add exemption from the tax for certain number 6                   
'residual fuel oil,' also known as bunker fuel, and to delete the              
exemption from the tax for fuel that is at least 10 percent alcohol            
by volume; and repealing ch. 42, SLA 1994, the Act providing for               
the imposition of a different tax levy on residual fuel oil used in            
and on certain watercraft until June 30, 1998; and providing for an            
effective date.
