  "* Sec. 16. LEGISLATIVE FINDINGS AND INTENT FOR
LONG-RANGE FISCAL PROGRAM. (a) The legislature finds that
		(1)  a long-range program to close the state's fiscal
gap would be beneficial for the state's economy and for individual
Alaskans;
		(2) the fiscal gap can be addressed through a long-
range program that uses a combination of budget cuts and use of
permanent fund earnings;
		(3) in this long-range program, the permanent fund
would be fully inflation-proofed as a first priority;
		(4) this long-range program would allow the amount
paid out in permanent fund dividends in the aggregate and on a per
capita basis to grow at a modest rate;
		(5) this long-range program would essentially close
the fiscal gap, with only modest reliance on new user fees, no
reliance on a personal income tax or other major new tax, and
without depleting the state's reserves, for a period of at least 15
