Representative Hanley moved and asked unanimous consent that the

"It is the understanding of the Legislature that Senate Bill 135 allows
the appropriation of approximately $2,700,000 of dividends withheld
from felons to the Department of Corrections for FY96 for operations
of statewide institutions. It is the understanding of the Legislature that
the $2,700,000 will be a one-time funding source and that a
corresponding GF increment should be favorably considered for the
Department's FY97 budget. Furthermore, to the extent that the amount
of additional forfeited dividend funds generated by newly-ineligible
individuals beginning in FY98 is less than $2,700,000, it is the
expectation of the Legislature that the Department of Corrections will
receive adequate funding from alternate sources, including GF.
