Representative Kott had been previously excused from a call of the House today. Representative Brown was excused due to illness. Representative B.Davis was absent. The invocation was offered by the Chaplain, Mary Ann Warden, Associate Pastor of the Northern Light United Church. Representative Davies moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: "Almighty God, in the midst of the mildly cold season we forget that You, O Lord, flower the gardens for and make green the wastelands. You make the mountains burst forth with streams of water and the fields are filled with Your bounty. Thank You, God, for all good gifts, and make our hearts Your home that we might serve You all of our days, live in the hope of Your peace and know that spring is coming. Amen." RECONSIDERATION HB 121 Representative Vezey brought up reconsideration of the vote on HB 121 (page 340). Representative Vezey placed a call of the House. "Dear Speaker Phillips: I am submitting the remaining FY 95 supplemental appropriation requests before the statutory deadline of February 14. While the numbers are as precise as we can make them now, a few final adjustments will be sent to you as soon as they are available. For instance, we will not have the final entitlement figures for the education foundation formula until early March. These supplementals include appropriations for fighting fires in the interior this past summer, increased enrollments in our schools, treatment and containment of the tuberculosis epidemic, extraordinary snow and ice removal, increased security at our juvenile correctional facilities, and the statewide elections recount. Most of these supplementals were identified by the prior administration or flagged by us in earlier presentations. I am pleased to report that our 1995-02-15 House Journal Page 0395 HB 178 commissioners have been able to reduce a number of the initial departmental requests. Detailed information relating to all of the supplemental requests will be provided to the Legislature by the Office of Management and Budget. I appreciate your understanding that our very abbreviated transition between administrations shortened the time for preparing supplementals and FY 96 budget proposals. While not expecting future budgets to be any easier, I certainly look forward to having a more reasonable amount of time to put them together.
