Full Journal pdf1995-01-16 House Journal Page 0001 HOUSE JOURNAL ALASKA STATE LEGISLATURE NINETEENTH LEGISLATURE -- FIRST SESSION Juneau, Alaska Monday January 16, 1995 First Day Pursuant to the provisions of the Constitution of the State of Alaska, the Uniform Rules of the Alaska State Legislature, and AS 24.05.160, the House of Representatives of the State of Alaska, assembled in the House Chamber for the first regular session of the Nineteenth State Legislature, January 16, 1995, at 11:12 a.m., and was called to order by the Honorable Fran Ulmer, Lieutenant Governor. An Honor Guard from the Tongass Alaska Girl Scout Council composed of Sarah Ginter, Rachel Wolfe, Mackenzie Slater, Maureen Shivers, Crystal Aldrighette, Julia Johnson, Courtney Jensen, Audrey Nycklemoe, Amber Beck, Kristin Linke, Elizabeth Loiselle, Brynna Slater, Whitney Molburg and Tanya Roust, presented the colors and led the Pledge of Allegiance. Mr. Mike McDonald sang the Alaska Flag Song. The invocation was offered by the Chaplain, Bishop Michael Kenny of the Catholic Diocese of Juneau. Representative B.Davis moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: "Let us Pray, God, Great and Good, Today our nation pauses to pay tribute to a great and good man of our century, Dr. Martin Luther King. There being no objection, the nominations were closed and Representative Martin was elected Speaker Pro Tempore. Lieutenant Governor Ulmer appointed Representatives Toohey and Willis to escort Representative Martin, Speaker Pro Tempore, to the Chair. Lieutenant Governor Ulmer left the Chamber after receiving thanks from the House for her opening of the Nineteenth Alaska Legislature. Speaker Pro Tempore Martin stated that, according to AS 24.05.120, the Uniform Rules in effect during the previous legislature serve as the rules of this legislature until adoption of permanent rules. SPEAKER Representative Vezey nominated Representative Phillips as Speaker of the House and moved that nominations be closed. Representative MacLean was excused for medical reasons. The question being: "Shall Representative Phillips be elected Speaker of the House? The Speaker recognized the new members of the House and thanked Representative Barnes for her work as Speaker of the House during the Eighteenth Legislature. Representative Mackie, on behalf of the House Minority, congratulated the Speaker on her appointment. EO 91 EXECUTIVE ORDER NO. 91: Transferring the office of equal employment opportunity from the Department of Administration to the Office of the Governor. was referred to the State Affairs and Judiciary Committees. Alaska's strength lies in the rich diversity of its people. My Administration is committed to giving all Alaskans an equal opportunity for employment in state government. 1995-01-16 House Journal Page 0013 EO 91 The transfer of the office of equal employment opportunity to the Office of the Governor ensures that pressing issues in this area will come to my Administration's immediate attention. The transfer also will permit closer coordination of policy between the office and my Administration. In the process of revising the statutes pertaining to the office of equal employment opportunity, I have added language that provides for the governor's appointment of a director of the office. That language will restore statutory text that existed before the office was transferred to the Department of Administration in 1991, and will enable the office to perform its functions, including the adoption of regulations, once the transfer to the Office of the Governor is complete. Currently, the commissioner of the Department of Administration is required to adopt regulations to carry out the office's duties. Over the last several years, funding and staffing of the office of equal employment opportunity have been reduced dramatically. This has resulted in a greatly reduced scope of work that has adversely impacted the overall objectives of the office. While the transfer of the office would enhance attention to the important functions of the office, I will be reviewing its budget and operations to assess whether further changes and budgetary recommendations are warranted.
