Full Journal pdf2025-08-19 Senate Journal Page 1441 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FOURTH LEGISLATURE FIRST SPECIAL SESSION Juneau, Alaska Tuesday August 19, 2025 Eighteenth Day Pursuant to adjournment the Senate was called to order by President Stevens at 11:26 a.m. The Senate was convened for the purpose of a technical session. Messages from the Governor HB 35 Message dated August 7 was received stating the Governor has let the following bill become law without signature and transmitted the engrossed and enrolled copies to the Lieutenant Governor’s Office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 35(JUD) "An Act relating to the use and possession of electronic devices by prisoners; and relating to identification cards." Chapter 25, SLA 2025 Effective Date: 11/5/25 A Declaration of Disaster Emergency and initial finance plan dated July 29, authorizing funds for the City of Chevak structure fire that destroyed the city’s public safety building, with an accompanying letter was received pursuant to AS 26.23.020. The declaration, letter and initial finance plan had been copied to the Finance Committee Cochairs. 2025-08-19 Senate Journal Page 1442 A Declaration of Disaster Emergency and Supplemental General Fund Authorization dated July 30, authorizing funds for fire suppression costs, with an accompanying letter, was received pursuant to AS 26.23.020. The declaration and letter had been copied to the Finance Committee Cochairs. A Declaration of Disaster Emergency and initial finance plan dated August 9, authorizing funds for the City and Borough of Juneau in response to the imminent threat of a Glacial Lake Outburst Flood, with an accompanying letter, was received pursuant to AS 26.23.020. The declaration, letter and initial finance plan had been copied to the Finance Committee Cochairs. Messages from the House SCR 101 Message dated August 2 was received stating the House passed and returned: SENATE CONCURRENT RESOLUTION NO. 101 Authorizing the Senate and the House of Representatives to recess for a period of more than three days. The resolution was referred to the Secretary for enrollment. Communications The following reports are on file in the Office of the Secretary of the Senate: Department of Commerce, Community and Economic Development Alaska Business and Industrial Development Corporations Act 2024 Economic Report in accordance with AS 10.13.590 The following Budget and Audit Report was received by the Division of Legislative Audit, Legislative Budget & Audit Committee and is on file in the Office of the Secretary of the Senate: State of Alaska Single Audit for the Fiscal Year Ended June 30, 2024 2025-08-19 Senate Journal Page 1443 Unfinished Business SB 183 Pursuant to the August 2 veto override (page 1434), Legal Services assigned a chapter number to: SENATE BILL NO. 183 "An Act relating to hindering the Legislative Budget and Audit Committee; relating to the powers of the Legislative Budget and Audit Committee and the legislative audit division; and providing for an effective date." Chapter 1, FSSLA 25 Effective Date: 8/3/25 Announcements Rule 23(d) of the Alaska State Legislature Uniform Rules is currently in effect. Announcements are at the end of the journal. Adjournment In accordance with SENATE CONCURRENT RESOLUTION NO. 101, Senator Stedman, Acting Majority Leader, moved and asked unanimous consent the Senate stand in adjournment until 10:00 a.m., August 31, 2025.
