The prayer was offered by the Chaplain, Pastor Emeritus Paul Beran, Resurrection Lutheran Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Loving Lord and God, as we observe and reflect on Your handiwork, we behold balance and harmony: Spring showers help bring summer flowers; our hands and feet respond to the messages of our mind. In a similar way we are gathered from the distant corners of Alaska to work together. We come with varied backgrounds and experiences. Give us a cohesive spirit whereby we lead looking forward, and not through the rearview mirror. As we near the final days of this session give us a double portion of unity, of working together, of rallying together around positive solutions. Help us, O Lord. Messages from the Governor Letter dated May 7 was received stating: Dear President Stevens: Under the authority granted to me by Article III, Section 18 of the Alaska Constitution, I am submitting this message to the Legislature concerning the fiscal future of the State of Alaska. Several tax proposals have been introduced during this legislative session. While I too share the concern about how we will fund government in the future, a “tax-and-spend” approach will not yield a sustainable, long-term fiscal solution. As I have consistently stated since my first term, a truly durable fiscal plan must include revenues, but it also requires clear guardrails: spending limits, statutory and regulatory reviews, and policies that make Alaska the most competitive state in the nation for investment and new business growth. Equally important is the need to evaluate all current state spending and government functions—not only for efficiency, but for their relevance and long-term impact. Any serious effort to stabilize Alaska’s fiscal future must also focus on diversifying our economy and creating new industries, which in turn broadens the economic base for potential revenue. As such, I cannot support standalone tax measures. I am issuing this message to reaffirm my long-standing position as Governor: the Legislature and the Executive Branch must establish a joint team to develop a comprehensive, sustainable long-term fiscal plan that ensures stability and fosters economic growth. 2025-05-09 Senate Journal Page 1185 We have an opportunity, post-session, to form this team and begin identifying, researching, and drafting legislation around the core components of such a fiscal plan to underpin Alaska’s future.
