Senator Olson was excused from a call of the Senate. The prayer was offered by the Chaplain, Pastor Tari Stage-Harvey, Shepherd of the Valley Lutheran Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. O God, where hearts are fearful and constricted, grant courage and hope. Where anxiety is infectious and widening, grant peace and reassurance. Where impossibilities close every door and window, grant imagination and resistance. Where distrust twists our thinking, grant healing and illumination. Where spirits are daunted and weakened, grant soaring wings and strengthened dreams. All these things we ask in the name of eternal love. Amen. 2025-02-05 Senate Journal Page 0176 Senator Kaufman led the Senate in the Pledge of Allegiance. Introduction and Reference of Senate Bills SB 84 SENATE BILL NO. 84 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act making supplemental appropriations, reappropriations, and other appropriations; amending appropriations; capitalizing funds; repealing appropriations; and providing for an effective date." was read the first time and referred to the Finance Committee. 2025-02-05 Senate Journal Page 0187 Governor's transmittal letter dated February 3: Dear President Stevens: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to supplemental appropriations for the State’s operating and capital expenses for fiscal year 2025. This appropriation bill includes the addition of $22.5 million in unrestricted general funds, $163.5 million in other state funds, $290.5 million in federal funds, and a reduction of $16.8 million in designated general funds. The items in this supplemental appropriation bill are necessary for continued operations for the current fiscal year. I look forward to working with the Legislature on the timely passage and implementation of the supplemental items in this bill. Sincerely, /s/ Mike Dunleavy Governor SB 85 SENATE BILL NO. 85 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act relating to unauthorized publication and use of communications; and relating to eavesdropping." was read the first time and referred to the Labor and Commerce and Judiciary Committees. The following fiscal information was published today: Fiscal Note No. 1, zero, Department of Public Safety 2025-02-05 Senate Journal Page 0188 Governor's transmittal letter dated February 3: Dear President Stevens: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill requiring all parties to a conversation to consent to the recording of that conversation. Alaska’s Constitution explicitly recognizes privacy as a fundamental right. Under current law, only one party to a conversation must consent to be monitored or recorded, allowing any participant to record without the others’ knowledge. This bill requires the knowledge and consent of all parties, thereby protecting individuals’ right to privacy. Current law provides several exceptions to the consent requirement and this bill preserves all of them. It also includes updated language, consistent with relevant caselaw, to ensure that law enforcement can continue criminal investigations using tools already available to them, such as body-worn cameras and audio recorders. Alaska has long been a staunch protector of individual privacy rights. The surreptitious recording of conversations is an unacceptable intrusion of privacy. I urge your prompt and favorable action on this measure. Sincerely, /s/ Mike Dunleavy Governor SB 86 SENATE BILL NO. 86 BY SENATOR KIEHL, entitled: "An Act relating to the business of money transmission; relating to licenses for money transmission, licensure requirements, and registration through a nationwide multistate licensing system; relating to the use of virtual currency for money transmission; relating to authorized delegates of a 2025-02-05 Senate Journal Page 0189 licensee; relating to acquisition of control of a license; relating to record retention and reporting requirements; authorizing the Department of Commerce, Community, and Economic Development to cooperate with other states in the regulation of money transmission; relating to permissible investments; relating to violations and enforcement of money transmission laws; relating to exemptions to money transmission licensure requirements; relating to payroll processing services; relating to currency exchange licenses; amending Rules 79 and 82, Alaska Rules of Civil Procedure; and providing for an effective date." was read the first time and referred to the Labor and Commerce and Finance Committees.
