Full Journal pdf2025-01-21 House Journal Page 0001 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FOURTH LEGISLATURE FIRST SESSION Juneau, Alaska Tuesday January 21, 2025 First Day Pursuant to the provisions of the Constitution of the State of Alaska, the Uniform Rules of the Alaska State Legislature, and AS 24.05.160, the House of Representatives of the State of Alaska assembled in the House Chamber for the first regular session of the Thirty-Fourth Alaska State Legislature, January 21 at 2:07 p.m. and was called to order by the Honorable Nancy Dahlstrom, Lieutenant Governor. The following members of an Honor Guard from the Girl Scouts of Alaska presented the Colors and led the Pledge of Allegiance: Isabel Danner, Cagney Davis, Elizabeth DeBartolo, Abigail Dolan, Tori Jacobson, Kimberly Klawonn, Joya McClain, Aamie Tollett Jagodensky, Cora Williams, and Gabrielle Williams. The following members of Vox Borealis sang "The Alaska Flag Song" under the direction of Sara Radke Brown: Steven Arends, David Monroe, Kristina Paulick, Jacob Soboleff, and Christina Wick. The invocation was offered by the Chaplain, Pastor Nathaniel Habeger of Juneau Christian Center. Representative Story moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. SPEAKER PRO TEMPORE The Lieutenant Governor stated that nominations for Speaker pro tempore were now in order. Representative Kopp nominated Representative Stutes as Speaker pro tempore. 2025-01-21 House Journal Page 0007 Representative Kopp moved and asked unanimous consent that nominations be closed. There being no objection, Representative Kopp moved and asked unanimous consent that Representative Stutes be elected Speaker pro tempore. There being no objection, Representative Stutes was elected Speaker pro tempore. Lieutenant Governor Dahlstrom appointed Representatives Bynum and Hall to escort Representative Stutes, Speaker pro tempore, to the rostrum. Speaker pro tempore Stutes appointed Representatives Bynum and Hall to escort the Lieutenant Governor from the House Chamber. * * * * * Speaker pro tempore Stutes stated that, pursuant to AS 24.05.120, the Uniform Rules in effect during the previous legislature would serve as the rules of the Thirty-Fourth Alaska State Legislature until adoption of permanent rules. SPEAKER Pursuant to Uniform Rule 1(b), Speaker pro tempore Stutes stated that nominations for Speaker of the House were now in order. Representative Foster nominated Representative Edgmon as Speaker of the House. Speaker pro tempore Stutes stated that, without objection, nominations for Speaker of the House would be closed. The question being: "Shall Representative Edgmon be elected Speaker of the House?" Speaker Edgmon delivered opening remarks regarding the Thirty- Fourth Alaska State Legislature. Pursuant to Uniform Rule 1(e), the Speaker appointed the following members to the Committee on Committees: Representative Edgmon, Chair Representative Stutes Representative Kopp Representative Schrage Representative Costello The Speaker appointed Representatives Burke and Moore to advise the Governor that the House is in session and ready to do business. The Speaker appointed Representatives Underwood and Dibert to advise the Senate that the House is in session and ready to do business. MESSAGES FROM THE GOVERNOR A message dated December 18, 2024, was read stating under the provision of art. III, sec. 18, Constitution of the State of Alaska, the Governor requests the opportunity to address a joint session of the Thirty-Fourth Alaska State Legislature on Tuesday, January 28 at 7:00 p.m. for presentation of the State of the State Address. A Declaration of Disaster Emergency dated October 22, and accompanying letter dated November 1, 2024, regarding the October West Coast Storm Disaster were received. The declaration and letter were copied to the Finance Committee Co-chairs and are on file in the Chief Clerk's office. A revised finance plan dated November 25, and accompanying letter dated December 16, 2024, regarding the 2022 West Coast Storm Disaster were received.
