Message dated July 11 was received stating the Governor read the                                                                
following resolution and transmitted the engrossed and enrolled copies                                                          
to the Lieutenant Governor’s Office for permanent filing:                                                                       
                                                                                                                                
         SENATE RESOLUTION NO. 3 Urging the United                                                                              
         States Congress to grant American Samoans the                                                                          
         ability to serve as commissioned officers in the                                                                       
         uniformed services of the United States and the right
