the adoption of the Finance Senate Committee Substitute offered                                                                 
today. Without objection, SENATE CS FOR CS FOR HOUSE BILL                                                                       
NO. 289(FIN) "An Act making appropriations, including supplemental                                                              
appropriations, capital appropriations, reappropriations, and other                                                             
appropriations; amending appropriations; capitalizing funds; making                                                             
appropriations under art. IX, sec. 17(c), Constitution of the State of                                                          
Alaska, from the constitutional budget reserve fund; and providing for
