Appropriations made in sec. 1 of this Act for rate adjustments as described in this subsection are for the benefit of the state's integrated comprehensive mental health program only and do not necessarily affect every group of noncovered employees. (b) The operating budget appropriations made in sec. 1 of this Act do not include health insurance adjustments for public officials, officers, and employees of the executive branch, judicial officers, Alaska Court System employees, employees of the legislature, and legislators. * Sec. 10. MONETARY TERMS OF COLLECTIVE 2026-04-13 House Journal Page 2153 BARGAINING AGREEMENTS. The monetary terms for the fiscal year ending June 30, 2027, of each of the collective bargaining agreements listed in this section are rejected under AS 23.40.215 unless separate legislation is enacted that contains explicit language approving the monetary terms of that agreement. Money appropriated in sec. 1 of this Act may not be used to implement the monetary terms for the fiscal year ending June 30, 2027, of any of the collective bargaining agreements listed in this section unless separate legislation is enacted that contains explicit language approving the monetary terms of the collective bargaining agreement. This section applies to the collective bargaining agreements negotiated between the state and the following bargaining organizations: (1) Public Employees Local 71, for the labor, trades, and crafts unit; (2) Alaska Public Employees Association, for the supervisory unit; (3) Teachers' Education Association of Mt. Edgecumbe, representing the teachers of Mt.
