Amendment No. 17 was offered by Representative McCabe: 2025-04-14 House Journal Page 0736 Page 60, following line 26: Insert a new subsection to read: "(d) It is the intent of the legislature that if the amount appropriated to the dividend fund (AS 43.23.045(a)) for the payment of permanent fund dividends and for administrative and associated costs for the fiscal year ending June 30, 2026, is less than the amount authorized under AS 37.13.145(b) for transfer by the Alaska Permanent Fund Corporation on June 30, 2025, the Department of Revenue shall provide to each individual who is eligible to receive a dividend in fiscal year 2026 an itemized statement showing how the legislature appropriated the amount that was authorized under AS 37.13.145(b) for transfer by the Alaska Permanent Fund Corporation on June 30, 2025, but was not appropriated to the dividend fund (AS 43.23.045(a)) for the payment of permanent fund dividends and for administrative and associated costs for the fiscal year ending June 30, 2026." The money appropriated for the Department of Health may be expended only for mandatory services required under Title XIX of the Social Security Act, unless a U.S. Supreme Court decision provides new precedent, and for optional services offered by the state under the state plan for medical assistance that has been approved by the United States Department of Health and Human Services." Representative Vance moved and asked unanimous consent that Amendment No. 20 be adopted. Amendment No. 1 to Amendment No. 20 was not offered. Representative Kopp objected and offered Amendment No. 2 to Amendment No. 20: Page 1, line 5 of the amendment, following "a binding order of the court": Insert "; however, nothing in this section prohibits reimbursement for behavioral health services - such as psychologist services, clinical social worker services, marital and family therapy services, or professional counseling services - when provided to individuals under 18 years of age and determined to be medically necessary under the approved state Medicaid plan."
