Senator Olson was absent. The prayer was offered by the Chaplain, Reverend Gordon Blue, Holy Trinity Episcopal Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Senator Bjorkman led the Senate in the Pledge of Allegiance. Senator Giessel moved and asked unanimous consent Senator Olson be excused from a call of the Senate today. Without objection, Senator Olson was excused. President Stevens appointed Senator Kaufman and Senator Tobin to inform the Governor the Senate was ready to do business. Messages from the Governor Amended Disaster Declaration dated October 16, 2023, amended to include the Yupiit Regional Education Attendance Areas (REAA) in the 2023 Spring Floods Disaster was received pursuant to AS 26.23.020. The amended declaration and letter had been copied to the Finance Committee Cochairs. A Declaration of Disaster Emergency and initial finance plan dated November 28, 2023, authorizing funds for the City and Borough of Wrangell and the City of Coffman Cove as the result of a weather system that triggered landslides and flooding, with an accompanying letter, was received pursuant to AS 26.23.020. The declaration, letter and finance plan had been copied to the Finance Committee Cochairs. Amended Disaster Declaration dated December 11, 2023, amended to include the Southeast Island School District Regional Education Attendance Area (REAA) regarding the storm system that impacted Prince of Wales Island causing landslides and flooding was received pursuant to AS 26.23.020. The amended declaration and letter had been copied to the Finance Committee Cochairs. 2024-01-16 Senate Journal Page 1321 A Declaration of Disaster Emergency and initial finance plan dated December 13, 2023, authorizing funds for the City of Diomede as the result of the city office building collapse, with an accompanying letter, was received pursuant to AS 26.23.020. The declaration, letter and finance plan had been copied to the Finance Committee Cochairs. A Declaration of Disaster Emergency and initial finance plan dated December 27, 2023, authorizing funds for the city of Quinhagak and Native Village Kwinhagak as the result of a power outage during extreme cold weather and freeze damage, with an accompanying letter, was received pursuant to AS 26.23.020. The declaration, letter and finance plan had been copied to the Finance Committee Cochairs. Introduction of Executive Orders EO 124 EXECUTIVE ORDER NO. 124 Prohibiting by regulation the live capture, possession, transport or release of native/exotic game or eggs. was read the first time and referred to the Resources Committee. Governor's transmittal letter dated January 15: Dear President Stevens: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting an Executive Order relating to the authority to prohibit by regulation the live capture, possession, transport, or release of native or exotic game or their eggs. Pursuant to my authority under Article III, Section 23 of the Alaska Constitution to make changes in the organization of the Executive Branch and in the assignment of functions among its units, this Order will transfer statutory authority to prohibit by regulation the live capture, possession, transport, or release of native or exotic game or their eggs from the Board of Game to the commissioner of the Alaska Department of Fish and Game. 2024-01-16 Senate Journal Page 1322 This Executive Order will encourage the development of expertise, eliminate duplication of functions, and provide a single point of responsibility for state policy relating to the regulation of wild game and fish, in order to increase performance and accountability.
