Full Journal pdf2023-04-14 Senate Journal Page 0737 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTY-THIRD LEGISLATURE FIRST SESSION Juneau, Alaska Friday April 14, 2023 Eighty-eighth Day Pursuant to adjournment the Senate was called to order by President Stevens at 10:33 a.m. The roll showed nineteen members present. Senator Hoffman was absent. The prayer was offered by the Chaplain, Senator Kiehl. Senator Olson moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. There was once a time that the wandering ancient Israelites were guided by a pillar of smoke during day and a pillar of fire during night. God’s miracles were on full display every day and night for the Israelites. And as time wandered forward God’s miracles grew more and more distant through today in which now, we have to muster all our scrutiny to decide if we are witnessing miracles. It’s not so clear as it once was. And yet the prayers that the ancient Israelites offered then are the same we offer today. That we ask God to guide us, so our wandering is not aimless, so that we have purpose. But we must acknowledge that to do good work for the greater good we no longer have something as certain as a pillar of fire or a pillar of smoke to guide us. That the miracle is no longer in the signs that guides us, the miracle is what we accomplish together. 2023-04-14 Senate Journal Page 0738 And so for the State Senate of Alaska I offer this prayer. God, guide our wandering as we seek to understand the needs of Alaskans and God fill us with a sense of purpose as we attempt to do what’s good for Alaska. Finally, God show us that we can create our own miracles through the sacred work that happens in this chamber, Amen. Senator Tobin led the Senate in the Pledge of Allegiance. Introduction and Reference of Senate Bills SB 129 SENATE BILL NO. 129 BY SENATOR MYERS, entitled: "An Act naming the Matt Glover Bike Path." was read the first time and referred to the Transportation Committee. Consideration of the Calendar Second Reading of House Bills HB 103 HOUSE BILL NO. 103 "An Act extending the termination date of the Alaska Minerals Commission" was read the second time. President Stevens stated HOUSE BILL NO. 103 will advance to third reading on the April 17 calendar. Third Reading of Senate Bills SB 81 SENATE BILL NO. 81 "An Act relating to the office of victims' rights; and providing for an effective date" was read the third time. 2023-04-14 Senate Journal Page 0742 Senator Wilson moved the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senator Wilson offered Amendment No. 1 : Page 1, following line 2: Insert a new bill section to read: "* Section 1. AS 24.65.020(b) is amended to read: (b) The victims' advocate selection committee shall examine persons to serve as victims' advocate regarding their qualifications and ability and shall place the name of the person selected in nomination. The appointment is effective if the nomination is ratified by two-thirds of the full membership of the senate and two-thirds of the full membership of the house of representatives [APPROVED BY A ROLL CALL VOTE OF TWO-THIRDS OF THE MEMBERS OF THE LEGISLATURE IN JOINT SESSION]. The vote on the appointment shall be entered in the journals of both houses." Page 1, line 3: Delete "Section 1" Insert "Sec. 2" Renumber the following bill sections accordingly. Page 1, following line 6: Insert a new bill section to read: "* Sec. 3. AS 24.65.070(a) is amended to read: (a) The victims' advocate shall appoint a person to serve as acting victims' advocate in the absence of the victims' advocate. If the victims' advocate is not available to appoint a person to serve as acting victims' advocate, the president of the senate and the speaker of the house may jointly appoint an acting victims' advocate. The victims' advocate shall also appoint assistants and clerical personnel necessary to carry out the provisions of this chapter. Subject to AS 36.30.020, the victims' advocate may enter into personal services and other contracts the victims' advocate finds necessary to carry out the provisions of 2023-04-14 Senate Journal Page 0743 this chapter. The victims' advocate shall, to the maximum extent practicable, conduct the duties and work of the office by entering into personal services and other contracts the victims' advocate finds necessary to carry out the provisions of this chapter." Renumber the following bill sections accordingly. Senator Wilson moved for the adoption of Amendment No. 1. Senator Wielechowski objected, then withdrew his objection. There being no further objection, Amendment No. 1 was adopted. SENATE BILL NO. 81 am was automatically in third reading. The question being: "Shall SENATE BILL NO. 81 am "An Act relating to the office of victims' rights; and providing for an effective date" pass the Senate?"
