Senators Hughes, Shower were absent. The prayer was offered by the Chaplain, Nancy Campbell, White Fields Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Dear Heavenly Father, I come to Your throne, boldly, knowing that You hear my prayer today for You are a compassionate God who cares for us. “O Lord, our Lord, how excellent is Your name in all the earth, who have set Your glory above the heavens!” Psalms 8:1 Lord, let Your Glory rain down upon the Senate as they begin this legislative session. Messages from the Governor An amended Declaration of Disaster Emergency and initial finance plan dated October 10, authorizing state disaster funds be made available to eligible applicants within the Pribilof Islands Regional Education Attendance Area (REAA), with an accompanying letter, was received pursuant to AS 26.23.020. The amended declaration, letter and finance plan had been copied to the Finance Committee Cochairs. 2022 September West Coast Storm Disaster Federal Authorization request, with an accompanying and preliminary finance plan dated October 10, was received pursuant to AS 26.23.020. The letter and preliminary finance plan had been copied to the Finance Committee Cochairs. A letter dated November 1 was received regarding Hazard Mitigation Grant Program-Post Fire funds pursuant to AS 26.23.020. Martin, Revisor of Statutes, was received stating: Under sec. 9, ch. 32, SLA 2021, AS 03.05.077 is repealed. Under sec. 10(a), ch. 32, SLA 2021, sec. 9 takes effect "only if the United States Department of Agriculture approves an industrial hemp program plan submitted by the Department of Natural Resources under AS 03.05.076(i) before January 1, 2030". Section 11, ch. 32, SLA 2021, provides that if sec. 9 takes effect, it "takes effect on the day after the date on which the revisor of statutes receives notice from the commissioner of natural resources" under sec. 10(b), ch. 32, SLA 2021. I received notice on September 9, 2022, from the commissioner of natural resources that the industrial hemp plan had been approved by the United States Department of Agriculture. Therefore, the effective date of sec. 9, ch. 32, SLA 2021, is September 10, 2022. This appropriation bill includes $266.3 million in unrestricted general funds, $72.7 million in designated general funds, $109.7 million in other state funds, and $1,661.7 million in federal funds. The FY 2024 proposed capital budget invests in projects that enhance public protection and generate economic activity for the state, provides matching funds for federal surface transportation and aviation, water and wastewater programs, and funds deferred maintenance programs for aging state assets. In accordance with AS 37.14.003(b), a report of the differences between the Governor's proposed budget and the recommendations of the Alaska Mental Health Trust Authority was transmitted. 2023-01-18 Senate Journal Page 0040 Governor's transmittal letter dated January 17: Dear President Stevens: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to the State’s comprehensive mental health program for Fiscal Year (FY) 2024. As required by statute, this bill includes both operating and capital appropriations. This budget includes $176.3 million in unrestricted general funds, $45.8 million in designated general funds, and $19.2 million in Mental Health Trust Authority funds. The FY 2024 proposed mental health budget includes requests that were put forward to the Office of Management and Budget by the Alaska Mental Health Trust (Trust). The requests support programs and activities in Trust focus areas that meet the identified treatment and service needs of Trust beneficiaries and areas of system change to improve the lives of beneficiaries. I look forward to working with the Legislature on the timely passage and implementation of the FY 2024 budget for Alaska’s comprehensive mental health program.
