         (d)  The commissioner shall, subject to appropriation by the                                                           
     legislature, distribute the amount determined under (c) of this                                                            
     section, at the same time and in the same manner as the permanent                                                          
     fund dividend is distributed, to each individual under 18 years of                                                         
     age who is receiving a permanent fund dividend in the current
