The invocation was offered by the Chaplain, Representative Galvin. Representative Vance moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: In the spirit of hope, we pray that we can move forward together with a sense of unity that is based in truth and compassion. Help all of us here begin by loving one another. Help us to set the example of being humble servants to all people in this great state. Open our ears so that we will deeply and attentively listen to one another, always. Open our minds so that we will compromise when possible. Open our hearts so that we can build bridges to those with whom we disagree. Help us to have the courage to invest in our future by providing for our youngest Alaskans. Help us to have the heart to provide for those most in need. Help us to have the strength of character to sacrifice what we must in order to 2023-04-05 House Journal Page 0636 ensure the hope for the future that is brought by education. Help us to create a state where all may flourish; to set the table so that all may eat. We pause now for a moment of silent prayer, to ask for guidance. May we become a place where all people know justice, community, and opportunity. We offer these prayers in the spirit of love and hope. Amen. The Pledge of Allegiance was led by Representative Schrage. CERTIFICATION OF THE JOURNAL Representative Saddler moved and asked unanimous consent that the journal for the 78th legislative day be approved as certified by the Chief Clerk. INTRODUCTION OF CITATIONS The following citation was introduced and referred to the Rules Committee for placement on the calendar: In Memoriam – Mark Herzberg By Senators Kawasaki, Bishop; Representative Carrick INTRODUCTION, FIRST READING, AND REFERENCE OF HOUSE BILLS HB 153 HOUSE BILL NO. 153 by Representative Groh, entitled: "An Act relating to oil and gas exploration, production, and pipeline transportation property taxes; and providing for an effective date." was read the first time and referred to the Community & Regional Affairs and Resources Committees. 2023-04-05 House Journal Page 0637 HB 154 HOUSE BILL NO. 154 by the House Rules Committee by request of the Governor, entitled: "An Act relating to subsidiary corporations of the Alaska Housing Finance Corporation; and establishing the Alaska energy independence fund." was read the first time and referred to the House Special Committee on Energy and the Finance Committee. The following fiscal note(s) apply: 1. Fiscal, Dept. of Administration 2. Fiscal, Dept. of Commerce, Community, & Economic Development 3. Fiscal, Dept. of Commerce, Community, & Economic Development 4. Fiscal, Dept. of Revenue The Governor's transmittal letter dated April 4 follows: "Dear Speaker Tilton: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to subsidiary corporations of the Alaska Housing Finance Corporation (AHFC) and establishing the Alaska energy independence fund. This bill allows AHFC to establish a nonprofit subsidiary to function as an Alaskan "green bank" that will offer financing opportunities to sustainable energy development projects in the state. Sustainable energy development includes renewable energy generation, energy storage, energy efficiency improvements for commercial and residential buildings, electrical infrastructure projects, clean transportation, and other greenhouse gas emissions reduction, energy efficiency, and zero-emission technology projects. Sustainable energy development projects often languish due to a lack of traditional financing opportunities through private financial institutions. A green bank can offer innovative financial solutions that are deployed in conjunction with traditional financing and thereby enable these projects to proceed more quickly. 2023-04-05 House Journal Page 0638 The bill expands AHFC's powers to include sustainable energy development financing and to allow creation of a nonprofit subsidiary for the same purpose. To carry out these purposes, the bill creates the Alaska energy independence fund in the corporation and allows AHFC, through a non-profit subsidiary, to use the fund to finance sustainable energy development through loan origination, bond issuances, provision of capital, and other financial tools. The new subsidiary would develop clean energy loan programs and products, catalyzing the sustainable energy market in Alaska through private sector co-investment. The subsidiary would also be eligible to apply for federal grant funding under the federal Inflation Reduction Act of 2022. The bill allows an AHFC non-profit subsidiary to provide direct and indirect financing and technical assistance for sustainable energy development projects in the state. Direct financing would include loans or capital provided to individuals or companies for specific sustainable energy development projects. The AHFC non-profit subsidiary would also indirectly invest by providing financial and technical assistance to new or existing public, quasi-public, or non- profit entities that finance sustainable energy development in the state as well as enhance, through various means, the existing energy efficiency programs AHFC administers in conjunction with stakeholders. The AHFC non-profit subsidiary would be able to partner with the Alaska Energy Authority for technical review, energy infrastructure expertise, analysis, and deployment of proposed sustainable energy development loans. The Alaska Energy Authority would also provide technical assistance in support of regional and local governments and nonprofit entities that provide financing or financial assistance to sustainable energy development projects in the state. I urge your prompt and favorable action on this measure. Sincerely, /s/ Mike Dunleavy Governor" 2023-04-05 House Journal Page 0639 CONSIDERATION OF THE DAILY CALENDAR HOUSE BILLS IN SECOND READING HB 39 The following was before the House in second reading with Amendment No. 2 (page 629) moved and pending: CS FOR HOUSE BILL NO. 39(FIN) am "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; amending appropriations; making reappropriations; making supplemental appropriations; making appropriations under art.
