Representative Patkotak had been excused from a call of the House today. Representative Saddler moved and asked unanimous consent that Representative Story be excused from a call of the House from 8:00 a.m. to 5:00 p.m., today. There being no objection, it was so ordered. The Governor's transmittal letter dated January 31 follows: "Dear Speaker Tilton: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to supplemental appropriations for the State's operating and capital expenses for fiscal year 2023. This appropriation bill includes $105.1 million in unrestricted general funds, $32.2 million in designated general funds, $51.9 million in other state funds, and $203.8 million in federal funds. The items in this supplemental appropriation bill are necessary for continued operations for the current fiscal year, and I urge quick action on this bill by the Legislature. I look forward to working with the Legislature on the timely passage and implementation of the supplemental items in this bill. The Speaker stated that the House would stand at ease; and so, the House stood at ease at 10:49 a.m. AFTER AT EASE The Speaker called the House back to order at 11:03 a.m. JOINT SESSION IN THE HOUSE In accordance with Uniform Rule 51, Speaker Tilton turned the gavel over to President Stevens who called the joint session to order at 11:03 a.m. The purpose of the joint session was to hear the State of the Judiciary Address by the Honorable Daniel E. Winfree, Chief Justice of the Alaska Supreme Court. Senator Giessel moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Saddler moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. President Stevens appointed Senator Claman and Representative Vance to escort the Chief Justice to the joint session. 2023-02-01 House Journal Page 0116 The Senate Sergeant-at-Arms announced the Chief Justice's entrance into the House Chamber. Chief Justice Winfree was escorted to the rostrum and welcomed by President Stevens and Speaker Tilton. Chief Justice Winfree delivered his address, and it is published in House and Senate Joint Journal Supplement No. 3. The Chief Justice received a standing ovation. Senator Giessel moved and asked unanimous consent that the joint session adjourn. There being no objection, President Stevens adjourned the joint session at 11:43 a.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber. IN THE HOUSE The Speaker called the House back to order at 11:46 a.m. ADJOURNMENT Representative Saddler moved and asked unanimous consent that the House adjourn until 10:30 a.m., February 3.
