Johnson moved and asked unanimous consent that the House rescind previous action in adopting Amendment No. 26 (page 541). Representative Josephson objected. Amendment No. 1 to Amendment No. 26 was offered by Representatives D. Johnson, Patkotak, Saddler, Tilton, Edgmon, Foster, C. Johnson, Rauscher, Carpenter, McKay, Cronk, Shaw, Coulombe, Stapp, Sumner, McCabe, Tomaszewski, Prax, Ruffridge, Wright, McCormick, Allard, and Vance: Page 1, line 3 of the amendment: Delete "general fund" Insert "budget reserve fund (art. Johnson moved and asked unanimous consent that Amendment No. 1 to Amendment No. 26 be adopted. Representative Schrage objected. Representative Edgmon rose to a point of order. The Speaker cautioned the member to refrain from impugning the motives of others. Representative Stapp rose to a point of order regarding confining remarks to the subject before the body. The Speaker cautioned the member to confine remarks to the amendment. 2023-04-05 House Journal Page 0643 Representative Schrage placed a call of the House. Representative Schrage, citing Uniform Rule 16, rose to a point of order regarding taking action while under a call. The Speaker ruled that debate was in order. Representative Schrage moved and asked unanimous consent to table Amendment No. 1 to Amendment No. 26. The Speaker ruled the motion out of order. Representative Schrage appealed the ruling of the chair. Representative McCabe, citing section 180 of Mason's Manual, rose to a point of order regarding the call being dilatory. The Speaker ruled that the point was well taken and the call placed on the House was dilatory. Representative McCabe moved and asked unanimous consent that the House recess to 3:00 p.m. There being no objection, the House recessed at 1:28 p.m.
