Full Journal pdf2023-05-18 House Journal Page 1173 HB 39 Representative Saddler moved and asked unanimous consent that the House consider the Senate message (page 1172) on the following: CS FOR HOUSE BILL NO. 39(FIN) am(brf sup maj fld)(efd fld) "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; amending appropriations; making reappropriations; and making supplemental appropriations." and SENATE CS FOR CS FOR HOUSE BILL NO. 39(FIN) am S "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; amending appropriations; making capital appropriations, supplemental appropriations, and reappropriations; and providing for an effective date." (SCR 6 - title change resolution) Representative Eastman objected and moved that the House waive Uniform Rule 41(c). Representative Edgmon, citing Section 156.9 of Mason's Manual, rose to a point of order stating that the motion was not in order. The Speaker ruled the motion out of order. Representative Eastman appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?"
