Pursuant to adjournment the Senate was called to order by President                                                             
Micciche at 9:14 a.m.                                                                                                           
                                                                                                                                
The roll showed eighteen members present. Senators Hoffman,                                                                     
von Imhof were absent.                                                                                                          
                                                                                                                                
The prayer was offered by the Chaplain, Pastor Brian Ewing, Calvary                                                             
Fellowship. Senator Stevens moved and asked unanimous consent the                                                               
prayer be spread. Without objection, it was so ordered.                                                                         
                                                                                                                                
               "The heavens declare the glory of God, and the                                                                   
               expanse proclaims the work of his hands. Day after                                                               
               day they pour out speech; night after night they                                                                 
               communicate knowledge. There is no speech; there                                                                 
               are no words; their voice is not heard. Their message                                                            
               has gone out to the whole earth, and their words to                                                              
               the ends of the world. In the heavens he has pitched a                                                           
               tent for the sun. The instruction of the Lord is perfect,

               Father, this ancient song by one of the world's                                                                  
               greatest leaders speaks of the clear visibility of Your                                                          
               power and majesty in the universe. Your work of                                                                  
               creation, he says, speaks from day to day and from                                                               
               night to night, wordlessly, silently, profoundly

               Into the midst of this creation song he begins singing                                                           
               about the creative, transformative power of Your                                                                 
               word that spoke it all this into existence.                                                                      
                                                                                                                                
               He speaks of two powerful creative resources "The                                                                
               instruction of God that renews one's life," and                                                                  
               secondly, "the reliable testimony of the Lord that                                                               
               makes the inexperienced wise." Those two things,                                                                 
               renewed life and wisdom for the inexperienced, are                                                               
               the product of incorporating your teaching into our                                                              
               core.                                                                                                            
                                                                                                                                
               Concerning renewed life, Father, we need renewal.                                                                
               Let your appointed lawmakers today experience the                                                                
               restoration of hope and inward peace that comes                                                                  
               when they look to You for guidance for their own                                                                 
                    lives and then for wisdom to guide their constituents.                                                     
                                                                                                                                
               Concerning wisdom for the inexperienced Father, we                                                               
               are never too old or too senior in our experience to                                                             
               cease needing the wisdom that comes from your                                                                    
               witness of Yourself in the Bible. Today I humble                                                                 
               myself before You and your reliable witness. Let that                                                            
               command the actions of these men and women and                                                                   
               overflow so that they legislate from a position of                                                               
                        peace with you and humility before you.  Amen.

Last month, the community of Selawik experienced a truly                                                                        
unnecessary tragedy involving the loss of four lives. Emergency                                                                 
volunteer fire/rescue crews responded to a house fire in the middle of                                                          
the night. Due to freezing temperatures the fire equipment and hoses                                                            
were frozen. With no storage facilities available, lifesaving fire and                                                          
rescue equipment remains outside rendering it inoperable during                                                                 
critical emergency situations.
