Senators Begich, Costello, Olson were excused from a call of the Senate. Senator Revak was absent. The prayer was offered by the Chaplain, Reverend Gordon Blue, Holy Trinity Episcopal Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. On this day in 1896 Anne Ayres passed. She was an immigrant who established a new order for healing and education in this, her adopted land. With the deepest respect for the religious beliefs of all Alaskans, I offer this prayer. God of justice and truth do not let this Senate close its eyes to the plight of the poor and neglected, the homeless and destitute, the old and the sick, the lonely and those who have none to care for them. Give them that vision and compassion with which you so richly endowed Anne Ayres, so they may assist those who labor tirelessly to heal others who are broken in body or spirit. God of mercy and grace, do let this Senate open its eyes to the pathways of healing and repair, helping to build effective institutions by example, capable of reclaiming lives for service, willing to contribute to public trust, and remembering the dignity of all, thereby turning present sorrow into joy. Introduction and Reference of Senate Bills SB 242 SENATE BILL NO. 242 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act relating to exemptions for the purchase and sale of certain food products for home consumption under the Alaska Food Freedom Act." was read the first time and referred to the Health and Social Services and Finance Committees. The following fiscal information was published today: Fiscal Note No. 1, zero, Department of Environmental Conservation Fiscal Note No. 2, indeterminate, Department of Natural Resources Governor's transmittal letter dated April 6: Dear President Micciche: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to the Alaska Food Freedom Act. 2022-04-08 Senate Journal Page 2252 Alaska’s food supply is fragile, with over ninety percent of the staples Alaskans use to feed their families being imported from out of state. The lack of a robust, homegrown food industry that is regionally diverse underscores the insecurity local communities and towns face. In order to build a strong economy, Alaska needs to develop its resources, including its valuable, Alaska-grown food. This bill will allow a producer to sell homemade food products to an informed end consumer and to encourage the expansion of homemade food sales throughout the State. The legislation would codify existing cottage food regulations and raw fruit and vegetable exemptions. The bill also allows consumers to purchase meat pursuant to animal share agreements directly from ranchers. If enacted, the Alaska Food Freedom Act will stimulate growth of cottage industries, promote food security for all Alaskans, and allow development of a true “farm to table” marketplace. The passage of this important measure will put food on the tables of Alaskans when they need it most. I urge your prompt and favorable action on this measure.
