Senators Costello, Myers, Shower were absent. The prayer was offered by the Chaplain, Pastor Tari Stage-Harvey, Shepherd of the Valley Lutheran Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Let us gather in the presence of peace and love, Send a spirit of grace and joy into this place, into these hearts. Open our eyes and ears to encounter life not as a problem to fix, but a mystery to encounter. When we feel tired and angry and grumpy with the challenges and worries of our world, breathe into us a spirit of rest and renewal. Open us to see possibility and creativity when obstacles and assumptions blind us. Pour out your gift of humility so we may approach one another with curiosity instead of judgment. We give thanks for these servants here, ignite in them a zeal for justice and building up this beautiful state. Standing Committee Reports SB 33 The Finance Committee considered SENATE BILL NO. 33 "An Act relating to a seafood product development tax credit; providing for an effective date by repealing secs. 32 and 35, ch. 61, SLA 2014; and providing for an effective date" and recommended it be replaced with CS FOR SENATE BILL NO. 33(FIN) "An Act relating to a fisheries product development tax credit; and providing for an effective date." SB 132 The Health and Social Services Committee considered SENATE BILL NO. 132 "An Act exempting veterinarians from the requirements of the controlled substance prescription database." Consideration of the Calendar Second Reading of Senate Bills SB 33 SENATE BILL NO. 33 "An Act relating to a seafood product development tax credit; providing for an effective date by repealing secs. 32 and 35, ch. 61, SLA 2014; and providing for an effective date" was read the second time. Senator Bishop, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered today. Senator Begich objected, then withdrew his objection. There being no further objection, CS FOR SENATE BILL NO. 33(FIN) "An Act relating to a fisheries product development tax credit; and providing for an effective date" was adopted. President Micciche stated CS FOR SENATE BILL NO. 33(FIN) will advance to third reading on the next calendar. Without objection, the Senate recessed at 10:52 a.m. After Recess Joint Session in the House Speaker Stutes called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Micciche, who called the Joint Session to order at 11:01 a.m. The purpose of the Joint Session was to hear Chief Justice Daniel E. Winfree's State of the Judiciary address. Senator Hughes moved and asked unanimous consent the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Tuck moved and asked unanimous consent the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Micciche appointed Representative Foster and Senator Bishop to escort Chief Justice Daniel E. Winfree to the Joint Session. The Senate Sergeant-at-Arms, Romo Marasigan, announced Chief Justice Winfree's entrance to the House Chamber. Chief Justice Winfree was welcomed by President Micciche. The Honorable Daniel E. Winfree delivered his address. This address appears in House and Senate Joint Journal Supplement No. 10. The Chief Justice received a standing ovation and was escorted from the chamber by Senator Bishop and Representative Foster. Senator Hughes moved and asked unanimous consent the Joint Session stand in adjournment.
