Full Journal pdf2021-10-04 Senate Journal Page 1469 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTY-SECOND LEGISLATURE FOURTH SPECIAL SESSION Juneau, Alaska Monday October 4, 2021 First Day Pursuant to the September 28 amended Proclamation of the Governor calling for the convening of the Fourth Special Session of the Thirty- Second Alaska Legislature, the Senate was called to order by President Micciche at 4:25 p.m. The roll showed eleven members present. Senators Begich, Hoffman, Hughes, Kiehl, Reinbold, von Imhof were excused from a call of the Senate. Senators Myers, Olson, Shower were absent. The prayer was offered by the Chaplain, Senator Gray-Jackson. Senator Stevens moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. I pray that we get our work done during this Fourth Special Session and do not have to have another. We can only get our work done by working together on behalf of the citizens of Alaska. I pray that we do the right thing this time around. Amen. Senator Stevens led the Senate in the Pledge of Allegiance. Senator Gray-Jackson, Acting Minority Leader, moved and asked unanimous consent Senator Olson be excused from a call of the Senate today. Introduction and Reference of Senate Bills SB 4001 SENATE BILL NO. 4001 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act making appropriations for the operating expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations; and providing for an effective date." was read the first time and referred to the Finance Committee. Governor's transmittal letter dated Oct 1: Dear President Micciche: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill making appropriations for a supplemental 2021 Permanent Fund Dividend for eligible Alaskans. This bill includes a $795.6 million appropriation from the Permanent Fund Earnings Reserve Account to complete the payment of the 2021 Permanent Fund Dividend. This would make the dividend payment equal to 50 percent of the FY22 percent of market value draw from the Permanent Fund; providing a total dividend payment of approximately $2,350 per eligible Alaskan. The Alaska Permanent Fund Corporation closed its fiscal year on June 30 at an all-time high of $81.1 billion following a 29.7 percent annual return; a record strong performance.
