The prayer was offered by the Chaplain, Senator Gray-Jackson. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. To the God of our own understanding, the spirit with whom we commune this morning - we ask that our minds be open, our hearts welcoming, and our arms embracing. We lift those whose lives are touched by sadness, by illness, by worry, or by loneliness. May they find comfort, hope, and healing strength throughout the many communities within this great State. As policy makers, please continue to guide us to make the right decisions for the people we serve. Help us to do the right thing during these unprecedented times and make us whole again. We thank you for cleaner air and living in a time where the development of technology has helped us manage better than not. We are grateful to live in a country where our democratic system can financially aid our citizens. And, lastly, let us continue to support each other through these trials and tribulations. Second Reading of House Bills HB 313 HOUSE BILL NO. 313 "An Act approving and ratifying the actions of the governor and executive branch in expending certain federal receipts and of the Legislative Budget and Audit Committee in approving the expenditure of certain federal receipts during fiscal years 2020 and 2021; and providing for an effective date" was read the second time. 2020-05-20 Senate Journal Page 2393 Senator Reinbold offered Amendment No. 1 : Page 1, line 1, following "Act": Insert "relating to the March 11, 2020, public health disaster emergency declared by the governor; repealing certain temporary changes to state law relating to the COVID-19 outbreak;" Page 3, following line 19: Insert a new bill section to read: "* Sec. 2. Section 34, ch. 10, SLA 2020, is amended to read: Sec. 34.Sections 1 - 4, 6 - 20, 22, 23, 30, and 32 of this Act are repealed on the earlier of (1) May 20, 2020 [NOVEMBER 15, 2020]; or (2) the date the governor determines, under sec. 2 of this Act, that the public health disaster emergency declared by the governor under AS 26.23.020 on March 11, 2020, as extended by sec. 2 of this Act, no longer exists." The commissioner of revenue shall issue a $1,000 economic stimulus payment to each individual eligible to receive a 2020 permanent fund dividend on or before June 30, 2020. * Sec. 5. ALASKA PERMANENT FUND. The amount necessary for payment of $1,000 to each individual who is eligible to receive a 2020 permanent fund dividend is appropriated from the earnings reserve account (AS 37.13.145) to the dividend fund (AS 43.23.045(a)) for the fiscal year ending June 30, 2020, for economic stimulus payments for economic relief from the novel coronavirus disease (COVID-19) outbreak to individuals who are eligible to receive a 2020 permanent fund dividend, and for administrative and associated costs, on or before June 30, 2020. * Sec. 6.
