Senator Costello was excused from a call of the Senate. The prayer was offered by the Chaplain, Senator Gray-Jackson. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. God's eye is on those who respect him, the ones who are looking for his love. He's ready to come to their rescue in bad times; in lean times he keeps body and soul together. We wake up, pray, get ready for the day, and at some point, see, hear, or read about what's going on in the world. The news isn't good. Before you know it, our happy-go-lucky attitude has gone right out the window, and a bit of fear and anxiety has crept in. Jesus knew this would happen. In fact, he tells us, "when reports come in of wars and rumored wars, keep your head and don't panic. This is routine history; this is no sign of the end." So, when world news ignites our panic, go to God in prayer. He'll keep us together - body and soul. With the realization that he's all you need; our fear will morph into joy. 2020-03-22 Senate Journal Page 2186 Love us, Lord, with all you've got - That's what we're depending on. Help us focus on good things as we struggle through trials and tribulations. Please keep us safe as we strive to continue to do the work of the people of Alaska. We know that, this too, shall pass. Amen. Senator Hughes led the Senate in the Pledge of Allegiance. On March 11, 2020, the commissioner of the Department of Health and Social Services certified that a credible threat exists of an imminent outbreak of disease due to the worldwide spread of the novel coronavirus disease COVID-19. Accordingly, on March 12, 2020, I declared a public health disaster emergency to initiate a unified command structure between the Department of Health and Social Services and the Department of Military and Veterans Affairs to implement statutory powers to address the public health emergency and keep Alaskans safe. This bill allows for an extension of this declaration until March 12, 2021. I have proposed a one year extension due to the uncertainty and unknown duration of the global pandemic. The bill further provides for necessary actions to protect public health, safety, and general welfare to address the effects of the COVID-19 outbreak. 2020-03-22 Senate Journal Page 2190 We understand from solid public health evidence and the experiences of other countries that major, long-term measures will be needed to address this pandemic.
