Senator Costello was excused from a call of the Senate. The prayer was offered by the Chaplain, Pastor Mike Rose, Juneau Christian Center. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Lord thank you for being light in darkness, for your peace in our pain. Thank you for your strength in our weakness, and your love in our life. Thank you for being the Good shepherd, for giving us mercy instead of judgement and for granting us favor and grace. May your unfailing wisdom bring guidance and direction to all in the Senate today. Lord we also pray for our President and every political leader and representative in the United States of America. Messages from the Governor A Declaration of Public Health Disaster Emergency and initial finance plan dated March 11 regarding the COVID-19 disease outbreak, with an accompanying letter, was received pursuant to AS 26.23.020. The declaration, letter and finance plan had been copied to the Finance Committee Cochairs. Second Reading of House Bills HB 206 CS FOR HOUSE BILL NO. 206(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date" was read the second time. Senator Stedman, Cochair, moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered today. Senator Begich objected, then withdrew his objection. There being no further objection, SENATE CS FOR CS FOR HOUSE BILL NO. 206(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; making supplemental appropriations; and providing for an effective date" was adopted. Senator Hoffman moved and asked unanimous consent the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. SCR 12 Senator Hoffman moved and asked unanimous consent to take up SENATE CONCURRENT RESOLUTION NO. 12, which had been held on the Secretary's desk (page 2007). Without objection, the resolution was before the Senate on final passage. The question being: "Shall SENATE CONCURRENT RESOLUTION NO. 12 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 206, making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program, pass the Senate?" Senator Reinbold moved and asked unanimous consent to be excused from a call of the Senate from March 19 through March 23. Without objection, Senator Reinbold was excused.
