Senator Wilson was excused from a call of the Senate. Senator Kawasaki was absent. Senator Begich moved and asked unanimous consent Senator Kawasaki be excused from a call of the Senate today. Without objection, Senator Kawasaki was excused. The prayer was offered by the Chaplain, Reverend Gordon Blue, Holy Trinity Episcopal Church. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. nd Lord, on this morning the 72 Psalm is appointed for prayer. Perhaps you heard it first from the wise lips of Solomon, A Royal Psalm, praying that the King, “may rule your people righteously, and the poor with justice.” As well you know, Creator, we have no King, neither Solomon, nor Ahab. Let this body, our Senate, be wise as Solomon. “That the mountains may bring prosperity to the people, and the little hills bring 2020-02-05 Senate Journal Page 1646 righteousness.” That the wealth you have given us, Creator, “shall come down like rain upon the mown field, like showers that water the earth” like showers retained in the Great Land to flourish in this time. Let the laws they make “defend the needy among the people … rescue the poor and crush the oppressor” so “there shall be an abundance of peace” stored up “from one generation to another.” Let the Senate be wise as Solomon. So that Alaska may prosper, let them “deliver the poor who cries out in distress, and the oppressed who has no helper.” Give wisdom to “rule from sea to sea” so that from the Pacific Ocean and the Arctic Ocean, Creator, the wealth you give “from the River to the ends of the earth,” will continue to return “as long as the sun and moon endure, from one generation to another.” Let the Senate be wise as Solomon. Let the laws assure babies have loving mothers, and would-be “kings of Tar-shish and the isles shall pay tribute, and the kings of Arabia … shall bow down before them.” Let our Senators be known by the people for wisdom. This budget totals $262.6 million Unrestricted General Funds (UGF), $12.8 million Designated General Funds (DGF), $6.6 million Other State Funds, and $204.7 million Federal Funds. This bill provides funding to cover the State’s share of the emergency response activities associated with wildfires; extreme weather condition road repairs, and earthquake repairs; time sensitive Medicaid supplemental funding; funding for critical public safety and health program costs; and funding for additional Alaska Marine Highway System operations and vessel maintenance expenses. The following fiscal information was published today: Fiscal Note No. 1, Department of Commerce, Community, and Economic Development Fiscal Note No. 2, indeterminate, Department of Public Safety Fiscal Note No. 3, zero, Department of Health and Social Services Governor's transmittal letter dated February 4: Dear President Giessel: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to a multistate nurse licensure compact. This bill would allow Alaska to adopt the Multistate Nurse Licensure Compact, which would strengthen the state's healthcare delivery system by reducing barriers to licensure for registered and licensed practical nurses and by increasing opportunities for nurses from other states to practice in the state. The Multistate Nurse Licensure Compact would allow registered and practical nurses in any of the almost three dozen participating states to practice in Alaska without having to go through a fairly duplicative and sometimes time-consuming licensing process. This bill would not affect certified nurse aides (CNAs), advanced practice registered nurses (APRNs), or anyone else who wishes to practice under an Alaska-only nursing license. For those practitioners, this bill preserves the availability of temporary licenses and licensure by credentials. This bill would codify the Nurse Licensure Compact as a new Chapter, AS 08.69. Conforming changes to the existing nursing statute AS 08.68 would be made to accommodate the compact’s requirements. The compact’s requirements for multistate licensure are rigorous, exceeding those in our present statute and supporting high quality care for all Alaskans. 2020-02-05 Senate Journal Page 1662 The compact would establish a commission with rulemaking, enforcement, and financial assessment provisions. Alaska would appoint one person to be the compact administrator within the state. This bill is a win-win, keeping our present licensure options for CNAs, APRNs, and Alaska-only licensees, while opening Alaska’s diverse communities to multistate licensed RNs and LPNs.
