Senators Hughes, Shower were absent. The prayer was offered by the Chaplain, Senator Bishop. Senator Hoffman moved and asked unanimous consent the prayer be spread. Messages from the House SB 2002 Message dated July 29 was read stating the House passed and returned: CS FOR SENATE BILL NO. 2002(FIN) "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; making appropriations for the capital expenses of the state's integrated comprehensive mental health program; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Senator Costello moved and asked unanimous consent the bill be returned to second reading. There being no objection, President Giessel stated the bill would be returned to second reading for all amendments offered today.
