Senators Hughes, Micciche, Wilson were excused from a call of the Senate. Senators Costello, Reinbold, Shower were absent. The prayer was offered by the Chaplain, Senator Bishop. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Dear Heavenly Father, I ask that you reach out and give each one of us compassion, guidance, wisdom and humility as we go forward in these next days. And I ask that you pray and bless each one of our families, our coworkers and the people of Alaska as we do the peoples’ business. In Jesus’ name, Amen. Senator Coghill led the Senate in the Pledge of Allegiance. Certification Senator Hoffman moved and asked unanimous consent the journal for the second legislative day of the second special session be approved as certified by the Secretary. Without objection, it was so ordered. 2019-07-10 Senate Journal Page 1348 Messages from the Governor SB 16 Message was read stating the Governor signed the following bill on July 5 and transmitted the engrossed and enrolled copies to the Lieutenant Governor’s Office for permanent filing: HOUSE CS FOR CS FOR SENATE BILL NO. 16(FIN) am H "An Act relating to certain alcoholic beverage licenses and permits; relating to the bond requirement for certain alcoholic beverage license holders; and providing for an effective date." Chapter 10, SLA 2019 Effective Date: See Chapter Recess Senator Hoffman moved and asked unanimous consent the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 11:14 a.m. After Recess Joint Session in the House Speaker Edgmon called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Giessel, who called the Joint Session to order at 11:38 a.m. The purpose of the Joint Session was to consider the Governor's vetoes to HOUSE BILL NO. 39 (Operating Budget) and HOUSE BILL NO. 40 (Mental Health Budget). The roll of the Senate was called and showed fourteen members present. Senators Hughes, Micciche, Wilson were excused from a call of the Senate. Representatives Carpenter, Eastman, Jackson, Johnson, LeDoux, Merrick, Neuman, Pruitt, Rasmussen, Revak, Shaw, Sullivan-Leonard, Talerico, Tilton, Vance were absent. HB 39 Senator Hoffman moved and asked unanimous consent the appropriations in CONFERENCE CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 39 become law notwithstanding the Governor's line item vetoes. The question being "Shall the appropriations in CONFERENCE CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 39 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; making supplemental appropriations and reappropriations; and providing for an effective date" become law notwithstanding the Governor's line item vetoes?" Senator Hoffman moved and asked unanimous consent the Joint Session stand in recess to 10:30 a.m., July 11, 2019.
