Uniform Rule 23 be waived on SPONSOR SUBSTITUTE FOR                                                                             
SENATE BILL NO. 21 "An Act making appropriations for the                                                                        
operating and capital expenses of the state's integrated comprehensive                                                          
mental health program; and providing for an effective date" for the                                                             
Finance Committee meetings on April 11 and April 12. Without
