making appropriations for the operating and loan program expenses of                                                            
state government and for certain programs; capitalizing funds; making

appropriations; making appropriations for the operating and capital                                                             
expenses of the state's integrated comprehensive mental health                                                                  
program; and providing for an effective date."

(AS 43.23.045(a)) for the fiscal year ending June 30, 2020.                                                                     
     (g)  The amount necessary, when added to the appropriation made                                                            
in (f) of this section, to fund the total amount authorized under                                                               
AS 37.13.145(b) for transfer by the Alaska Permanent Fund                                                                       
Corporation on June 30, 2019, estimated to be $915,490,500, is                                                                  
appropriated from the earnings reserve account (AS 37.13.145) to the                                                            
dividend fund (AS 43.23.045(a)) for the fiscal year ending June 30,                                                             
2020, for the payment of a supplemental permanent fund dividend, and                                                            
for administrative and associated costs, on or before May 1, 2020, to
