The question being: "Shall HOUSE BILL NO. 313 "An Act approving                                                                 
and ratifying the actions of the governor and executive branch in                                                               
expending certain federal receipts and of the Legislative Budget and                                                            
Audit Committee in approving the expenditure of certain federal
