MESSAGES FROM THE GOVERNOR A letter dated March 9 was read stating that on February 4 and February 26 in accordance with Article III, Sections 26 and 27, of the Alaska Constitution and Alaska Statue 39.05.080, the Governor submitted a list of appointees for confirmation. The following appointees have withdrawn their names from consideration, effective immediately: Occupational Safety and Health Review Board Keith Bailey – Anchorage Alaska Workers' Compensation Board Paul Robarge – Anchorage The following letter dated March 11 was received: "Dear President Giessel and Speaker Edgmon: On March 11, 2020, I declared a public health disaster emergency statewide to support the response to the COVID-19 disease outbreak. My declaration authorizes additional emergency assistance to be provided as communities respond to this public health emergency. 2020-03-11 House Journal Page 1835 The United States Centers for Disease Control and Prevention (CDC) has identified COVID-19, a respiratory disease that can result in serious illness or death and that is a new strain of coronavirus not previously identified in humans, as posing a significant public health risk. On January 31, 2020, United States Health and Human Services Secretary Alex M. Azar II declared the disease a national public health emergency following a similar declaration by the World Health Organization. In late January, I directed all executive branch departments and agencies to support the planning and preparedness efforts of the Department of Health and Social Services. This included the efforts of municipal and tribal governments throughout the state as well as public and private partners in the public healthcare system. I appreciate the support the Legislature has provided thus far. On March 2, 2020, I submitted a supplemental budget amendment to fund temporary staff, purchase supplies, and for travel as needed to respond to and mitigate the risk of an outbreak in our state. The amendment included a request for $4,091,100 in Unrestricted General Funds and $9,000,000 in federal funds. Pursuant to Alaska Statute 26.23.020(i), I am limiting expenditures from the Disaster Relief Fund to $1,000,000. Pursuant to Alaska Statute 26.23.025(a) this letter serves as the initial finance plan for this disaster emergency.
