Representatives Jackson and Neuman had been excused from a call of the House today. Representative Thompson moved and asked unanimous consent that Representative Knopp be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, the Reverend Caroline Malseed of St. Brendan's Episcopal Church. MESSAGES FROM THE GOVERNOR The following letter dated March 6 was received: "Dear President Giessel and Speaker Edgmon: Based on the Division of Homeland Security and Emergency Management's (DHS&EM) continuing programmatic work with disaster applicants and Federal Emergency Management Agency (FEMA) declining to declare this a Federal Disaster, project adjustments will require additional authority for the 2019 August Summer Wildfire (AK266). In this case, the Public Assistance Program projects and the Individual Assistance requests exceeded the initial $1,000,000 in the Governor's declaration. The total additional State General Funds required for this disaster is $3,326,087. All of the State General Funds are within the Disaster Relief Fund (DRF) available balance of $18,788,101. Pursuant to AS 26.23.020(k)(1), I am requesting your concurrence to approve the transfer of funds. A draft concurrence letter for the disaster is also enclosed. A Declaration of Disaster Emergency with accompanying letter dated March 6 regarding the fire that destroyed much of the Harold Kaveolook School in the City of Kaktovik were received.
