Pursuant to adjournment the House was called to order by Speaker                                                                
Edgmon at 10:08 a.m.                                                                                                            
                                                                                                                                
Roll call showed 33 members present.  Representatives Carpenter,                                                                
Jackson, Merrick, Neuman, and Talerico had been excused from a call                                                             
of the House today.  Representative Tuck was absent and his presence                                                            
was noted later.                                                                                                                
                                                                                                                                
Representative Thompson moved and asked unanimous consent that                                                                  
Representative Rasmussen be excused from a call of the House today.                                                             
There being no objection, it was so ordered.                                                                                    
                                                                                                                                
The invocation was offered by the Chaplain, Representative Revak.                                                               
Representative Drummond moved and asked unanimous consent that                                                                  
the invocation be spread on the journal.  There being no objection, it                                                          
was so ordered.                                                                                                                 
                                                                                                                                
     With the deepest respect to members of all faiths, I offer the                                                            
    following prayer:                                                                                                           
                                                                                                                                
    Dear God, we seek your help with our affairs today.  Bless                                                                  
    this meeting with your divine intelligence and help us to make                                                              
    the best use of our own.  We are of diverse opinion here.  Yet                                                              
    we wish to mend our differences and reach agreement
