Representatives Carpenter, Jackson, Merrick, Neuman, and Talerico had been excused from a call of the House today. Representative Tuck was absent and his presence was noted later. Representative Thompson moved and asked unanimous consent that Representative Rasmussen be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Revak. Representative Drummond moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect to members of all faiths, I offer the following prayer: Dear God, we seek your help with our affairs today. Bless this meeting with your divine intelligence and help us to make the best use of our own. We are of diverse opinion here. CERTIFICATION OF THE JOURNAL Representative Thompson moved and asked unanimous consent that the journal for the 18th legislative day of the second special session be approved as certified by the Chief Clerk. CONSIDERATION OF THE DAILY CALENDAR THIRD READING OF HOUSE BILLS HB 2003 The following, which was advanced to third reading from the July 25 calendar (page 1322), was read the third time: CS FOR HOUSE BILL NO. 2003(FIN) "An Act making special appropriations for the payment of permanent fund dividends; and providing for an effective date." Representative Vance rose to a point of order regarding keeping debate to the topic. The Speaker stated that the point was well taken. The question being: "Shall CSHB 2003(FIN) pass the House?"
