Full Journal pdf2019-07-20 House Journal Page 1269 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FIRST LEGISLATURE SECOND SPECIAL SESSION Juneau, Alaska Saturday July 20, 2019 Thirteenth Day Pursuant to adjournment the House was called to order by Speaker Edgmon at 10:32 a.m. Roll call showed 30 members present. Representatives Carpenter, Jackson, Neuman, Rauscher, Revak, and Story had been excused from a call of the House today. Representative Kreiss-Tomkins was absent and his presence was noted later. Representative Thompson moved and asked unanimous consent that Representatives Rasmussen, Shaw, and Tuck be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Tilton. Representative Drummond moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: Heavenly Father, we come before you as grateful citizens of a state we are proud to call home, but also as humble people of faith who simply, yet sincerely, confess as Americans, in God we trust. We come to you today seeking vision, wisdom, and discernment that only you can bestow a reclaiming of the honor and nobility of public service and a sensitivity to those in need. We pray to be more like you, Lord, gracious and 2019-07-20 House Journal Page 1270 merciful, slow to anger, and abounding in steadfast love. You never summon us, Lord, to a duty without supplying us with the grace to do it; that blessed assurance consoles us. God of power and might, wisdom and justice, through you authority is rightly administered, laws are enacted, and judgment is decreed. Assist with your spirit of counsel and fortitude the members of this body and all elected and appointed officials of this state of Alaska and this nation. May we always seek the ways of righteousness, justice, and mercy. God, grant that we may be enabled by your powerful protection to lead our state with honesty and integrity. We pray these things with thanksgiving that all the praise and glory and honor be to you, Lord. We pray in the name of your son, Jesus Christ. Amen. The Pledge of Allegiance was led by Representative Claman. CERTIFICATION OF THE JOURNAL Representative Thompson moved and asked unanimous consent that the journal for the 12th legislative day of the second special session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. The Speaker stated that, without objection, the House would recess to a call of the Chair; and so, the House recessed at 10:36 a.m. AFTER RECESS The Speaker called the House back to order at 2:07 p.m. **The presence of Representative Kreiss-Tomkins was noted. MESSAGES FROM THE SENATE A message dated July 20 was read stating the Senate passed the following, and it is transmitted for consideration: 2019-07-20 House Journal Page 1271 FIRST READING AND REFERENCE OF SENATE BILLS SB 2002 CS FOR SENATE BILL NO. 2002(FIN) by the Senate Finance Committee, entitled: "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; making appropriations for the capital expenses of the state's integrated comprehensive mental health program; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." was read the first time and referred to the Finance Committee. REPORTS OF SPECIAL COMMITTEES Representative Thompson moved and asked unanimous consent that the House adopt the Committee on Committees report (page 1245). Representative Eastman objected. The question being: "Shall the House adopt the Committee on Committees report?" UNFINISHED BUSINESS SB 2002 Representative Johnston, Co-chair, moved and asked unanimous consent that Uniform Rule 23(a) be waived in order that the following be heard at today's Finance Committee meeting: CS FOR SENATE BILL NO. 2002(FIN) "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; making appropriations for the capital expenses of the state's integrated comprehensive mental health program; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Objection was heard and withdrawn. There being no further objection, Uniform Rule 23(a) was waived. Representative Thompson moved and asked unanimous consent that the following member be excused from a call of the House. There being no objection, the member was excused as noted: Representative Shaw – from today to 10:00 p.m., July 21 ANNOUNCEMENTS Rule 23(d) of the Uniform Rules is in effect.
