With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: Dear Lord, thank you for the immense blessings you have given us. We have been blessed with living in this incredible state – a resilient, stunning, unique state. Thank you also for the diverse communities that we all come from. As we make decisions this session, please instill in us a god-like love for our communities all across the state – from Metlakatla in the south to Utqiagvik in the north; Kaktovik in the east to Dutch Harbor in the west. Remind us, dear Lord, that as we do our work to represent all people across the state of Alaska. This budget funds village safe water, required state match for federal highway dollars, and needed deferred maintenance for public facilities and the Alaska Court system. These are investments necessary to 2019-02-21 House Journal Page 0200 protect Alaska’s assets and basic public safety and infrastructure needs. Past capital budgets have resulted in growth in infrastructure that create ongoing operating obligations for the state. In evaluating what projects to move forward, care was taken to ensure that project proposals included a path to self-sufficiency. Development of the South Denali Visitor’s Center will not only provide a steady funding stream for the Division of Parks and Outdoor Recreation, but will provide new opportunity for the tourism industry and increase access to one of Alaska’s most magnificent landmarks. The Governor’s proposed amended capital budget includes $143.4 million in general funds and leverages over $1 billion in federal dollars. The Governor's transmittal letter dated February 20 follows: "Dear Speaker Edgmon: Under the authority of Article III, Section 18, of the Alaska Constitution, and in accordance with Alaska Statute 37.07.070(2), I am transmitting a sponsor substitute for HB 40: Approp: Mental st Health Budget for consideration by the 31 Alaska State Legislature. The purpose of this legislation is to improve the care of disabled youth, provide training for court staff to improve coordination with community behavioral health services, and addresses access to mental health and substance abuse services. The Mental Health Trust (MHT) recommendations for expenditure of MHT funds are largely unchanged in this sponsor substitute. The MHT put forward a job center liaison for correctional facilities in the Department of Labor and Workforce Development (DOLWD). This position was not included due to duplication of services already offered by DOLWD. 2019-02-21 House Journal Page 0202 It has become common practice that the MHT also puts forward recommendations for general fund appropriations for capital projects that are not proposed to be funded in whole by MHT dollars. These recommendations were received and evaluated alongside the Department-identified capital needs for the relevant agencies, and the MHT budget includes only MHT funds. Alaska Statute 37.07.020(a)(1) requires the mental health bill to include both operating and capital appropriations. The sponsor substitute for the mental health budget includes $2.1 million of MHT capital expenditures, $17.1 million MHT and $201.2 million General Fund operating. Senator Costello moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. The Senate Sergeant-at-Arms announced the Senator's entrance into the House Chamber. Senator Sullivan was escorted to the rostrum and welcomed by President Giessel. Senator Sullivan delivered his address, and it is published in Senate and House Joint Journal Supplement No. 5. A question and answer period followed the conclusion of the Senator's speech. Senator Sullivan received a standing ovation and was escorted from the Chamber by Representative Revak and Senator Bishop. Senator Costello moved and asked unanimous consent that the joint session adjourn. There being no objection, President Giessel adjourned the joint session at 12:04 p.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber.
