Representative Vance rose to a point of order regarding keeping debate to the topic. The Speaker stated that the point was well taken. The question being: "Shall CSHB 2003(FIN) pass the House?" Representative Thompson moved the effective date clause. The question being: "Shall the effective date clause be adopted?"
