Senators Hoffman, Wilson were excused from a call of the Senate. The seat from District E was vacant. The prayer was offered by the Chaplain, The Reverend Michael Grubbs, Ordained Deacon, Holy Trinity Episcopal Church. Senator Bishop moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Eternal Father, Strong to Save, Bless our Senators of our great state of Alaska. When you speak there is light and life. Justice and mercy thrive. Grace and right action are evident. Thank you, Creator God, for the abundance and beauty of your creation. From the villages to the cities Alaskans are ever aware of the gifts of nature you have provided. In the words of the Psalmist: "The Lord is the strength of his people; he is the saving refuge of his anointed. O save your people, and bless your heritage; be their shepherd, and carry them forever." SB 163 SENATE BILL NO. 163 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act relating to commercial motor vehicles." was read the first time and referred to the Transportation and State Affairs Committees. The following fiscal information was published today: Fiscal Note No. 1, zero, Department of Transportation and Public Facilities Governor's transmittal letter dated January 25: Dear President Kelly: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to the definition of a commercial motor vehicle. The Department of Transportation and Public Facilities is responsible for the construction and maintenance of the state highway system. With respect to commercial motor vehicles which use the state highway system, the Department is responsible for establishing weight, use, and size restrictions for vehicles, and for assuring implementation of federal statutes or regulations relating to commercial motor vehicles. In order to assure continued alignment 2018-01-26 Senate Journal Page 1834 with federal law, the bill would modify the existing definition of a commercial motor vehicle to be consistent with federal law. This bill would add provisions to address school buses and the type of covered farm vehicle not designated as a commercial vehicle. This would ease restrictions on persons who operate farm vehicles by freeing them to drive beyond the current limitation, a 150-mile boundary, and reduce use restrictions. In addition, a school bus used intrastate for the transport of public pre-elementary, elementary, and secondary school students to and from home and school would not be considered a commercial motor vehicle under this bill. The following fiscal information was published today: Fiscal Note No. 1, zero, Department of Environmental Conservation Governor's transmittal letter dated January 25: Dear President Kelly: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to confidentiality of animal and crop records. 2018-01-26 Senate Journal Page 1835 The bill would make confidential certain records of animal or crop importation and lab testing. Farmers in Alaska must provide certain practices and information in order to comply with federal and state regulations. Commonly, farmers disclose animal importation records, farm locations, test results, and animal identification to the State. Farmers may be reluctant to participate in voluntary testing of animals in order to protect their information and competitive advantage, which increases the risk of animal disease outbreaks. Providing confidentiality for these records will promote farmer participation in voluntary testing. Confidentiality would also limit a competitor's unfair advantage in the market by not making available information regarding trade secrets and proprietary business information. Confidential records may still be disclosed if there is a threat to the health or safety of an animal, crop, or to the public. This bill also provides a definition for 'varietal'.
