The prayer was offered by the Chaplain, Pastor Dani Cherian, Valley Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear Lord Jesus, Thank you for this day, I invite your presence here. Father I pray for those you have selected and placed as government leaders to serve and protect the people of Alaska, those called and chosen according to your purpose. I thank you that you know each person by name and ask that you give them wisdom and guidance generously. The bible teaches that everyone must submit to governing authorities. For all authority comes from God, and those in positions of authority have been placed there by God. (Romans 13:1) For through him God created everything in the heavenly realms and on earth. He made the things we can see and the things we can't see-such as thrones, kingdoms, rulers, and authorities in the unseen world. Everything was created through him and for him. He existed before anything else, and he holds all creation together. Please guide each person in the decisions that are made today and throughout this year. Father, you alone are able to accomplish your purpose for our state, cities, and communities across Alaska. Please give each leader the grace and courage to make wise decisions. It says in the bible that if wisdom is needed, to ask you and you will give it. (James 1:5) Heavenly Father please give each leader here the humility to listen with respect and give released articulation for discussions and decisions that take place during this session. Every Alaskan is precious in your sight, so please protect and guide our leaders as they make decisions for the people of Alaska. In Jesus' name I pray. Amen. SB 105 President Kelly removed the Health and Social Services Committee referral from SENATE BILL NO. 105 "An Act relating to the licensure of marital and family therapists; relating to professional liability insurance for marital and family therapists; relating to medical assistance for marital and family therapy services; and providing for an effective date." President Kelly added a Labor and Commerce Committee referral to the bill. The bill was referred to the Labor and Commerce, then Finance Committees. Introduction and Reference of Senate Bills SB 106 SENATE BILL NO. 106 BY SENATOR COGHILL, entitled: "An Act relating to a municipal tax exemption or deferral for economic development property; and relating to a municipal tax exemption for a fire protection system." was read the first time and referred to the Community and Regional Affairs and State Affairs Committees. 2017-04-05 Senate Journal Page 0759 SB 107 SENATE BILL NO. 107 BY THE SENATE FINANCE COMMITTEE, entitled: "An Act relating to the Alaska capital income fund." was read the first time and referred to the Finance Committee. Consideration of the Calendar Second Reading of Senate Bills SB 5 SENATE BILL NO. 5 "An Act prohibiting groups controlled by a legislator from soliciting and accepting contributions or from making certain contributions and expenditures during a regular or special legislative session; and prohibiting some lobbyists from making campaign contributions to certain groups" was read the second time. Senator Coghill, Chair, moved and asked unanimous consent for the adoption of the Judiciary Committee Substitute offered on page 699. Senator Gardner objected, then withdrew her objection. There being no further objection, CS FOR SENATE BILL NO. 5(JUD) "An Act prohibiting certain groups from soliciting and accepting contributions or from making certain contributions and expenditures during a regular or special legislative session; and prohibiting some lobbyists from making campaign contributions to certain groups" was adopted.
